In my opinion, People won't move out of Haiti knowing that it is a hurricane zone because of the history thats there and what the island stands for.

Wiped out there crops such as rice,beans,corn and exports cocoa, coffee, and fruits
Left thousands of residents homeless and poor
Caused a lot of deaths and helped spread diseases
Damaged schools which affected education in Haiti
