An introduction to our External Secondment Programme

During the second year of the National Graduate Leadership Programme (NGLP), Police Now participants may undertake an external secondment in a Police Now partner organisation or an internal attachment within their force for a period of up to four weeks. This guide outlines the Participant Secondment Programme, internal attachments, and the value both opportunities bring to participants and force partners.

What is the Participant Secondment Programme ?

Return to Contents

As part of the NGLP, Police Now facilitates external secondment opportunities in a range of partner organisations, including the Home Office, The Police Foundation and His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS). This Participant Secondment Programme is a competitive aspect of the NGLP; participants must meet set criteria before applying for opportunities. The criteria will be communicated to participants in advance and includes the following:

  1. Being on track to have achieved Full Occupational Competency by the start of secondment
  2. Having engaged with the Police Now programme, via Police Now events and their Professional Development Coach (PDC)
  3. Their line managers must support the PSP timeline (April-July 2025)
  4. Participants must be on track to pass all programme requirements; and must not source a formal internal attachment, in addition to a four-week external secondment.

What is the Participant Secondment Programme (PSP)?

Key Aims of the PSP

We believe closer working relationships with other sectors will lead to better collaboration, more impactful problem-solving and, ultimately, increased confidence in policing. The Participant Secondment Programme exists to:

Support external organisations to increase their understanding of policing.
Re-energise them to deliver in their communities
Expand participant skills and experience.

“I went into policing because I wanted a public facing role where there is an unpredictability in the day-to-day, and I’m enjoying neighbourhood policing because it’s so varied and so busy. As a frontline officer you don’t really have any idea about how long-term changes come about and the drivers behind them, but I can see from meetings I’ve had with ACE (Accelerated Capability Environment) that things happening now will have a direct impact down the line and change lives, not just in policing but other areas such as the NHS as well...  I’m definitely going to go back to the beat with more of an awareness of what is possible, and will be asking ‘why not’? And ‘why can't we do this’?” Police Now participant | Cohort 7 | Home Office

Our data shows that secondments have the potential to strengthen the core skills that underpin the success of neighbourhood policing; problem solving, community engagement and partnership working.

Delivering Impact

Communication

Analysis and problem-solving

Participants should have access to internal attachment opportunities within their force. The central aim of attachments is to facilitate greater understanding and collaboration between different parts of the force and neighbourhood police officers. Internal attachments are facilitated by the force and provide units/teams with access to a pool of outstanding and talented individuals who may wish to consider the unit/team upon completing the programme. Opportunities available are subject to force. Attachments are a fantastic learning opportunity for participants to undertake and contribute to a specific project or defined piece of work (project based or operational work) within specialist units. Attachments should be goal-orientated and well-structured, with opportunities for networking and knowledge exchange. We want participants to focus on developing the following skills, click on each icon to find out more:

“The experience allowed me to understand what it was like to work on a CID team and the safeguarding work that takes place alongside investigations. The attachment helped me learn how to interview more effectively, how to complete effective written disclosure, and improved my Case Overview and Prosecutions Application (COPA) writing skills. I learned I enjoy proactive work much more than reactive investigation. There are so many possible roles in the police it’s important to learn what you do and don’t enjoy and help narrow down your choices - you never really know what a role is like until you’ve tried it.” Police Now participant | MPS Cohort 3 | Safeguarding Unit, Internal Attachment

For the Internal Attachments to take place, forces might wish to identify an Internal Attachment SPOC. This SPOC can be responsible for sourcing opportunities within units, agreeing the application process and maintaining frequent comms with participants. It would also be helpful for them to update Police Now on the successful applicants and their designated units.
