Congratulations for all that you have achieved over the last year during your time on the National Graduate Leadership Programme. When you applied to join the programme, you demonstrated a desire to transform communities and support the most vulnerable in our society, and I hear great examples of how you have been doing that each and every day. Now you have passed the halfway point in the programme, I am sure you are thinking about your longer-term career goals. As part of this thinking, I would encourage you to consider the Participant Secondment Programme, which is a great way for you to enhance and develop your skills and knowledge. Past participants who have undertaken a secondment have been able to bring new learning back into their force and applied it in their day-to-day work; allowing them to serve the public in new and exciting ways. It enables you to experience opportunities outside of policing and helps to shape your plans for beyond the programme. The Participant Secondment Programme is a great opportunity to experience professional life outside of the police service, work with external partners, and contribute to our mission to transform communities and lead on the frontline of policing.

Participant Secondment Programme

In the second year of your time on the NGLP, you have an exciting opportunity to undertake an external secondment with a Police Now partner organisation or an internal attachment within your force. Police Now will source the external secondments. These are four weeks in duration, with the application process taking place between December 2024 to January 2025. Your force will facilitate internal attachments. The Participant Secondment Programme is a competitive aspect of the National Graduate Leadership Programme. Participants must meet set criteria before applying for external secondment opportunities. This information guide outlines the secondment programme’s key aims, timelines, application and selection process, testimonials, and frequently asked questions (FAQs).

Key aims

We believe that closer working relationships between policing and other sectors will lead to increased understanding, better collaboration, improved confidence in the police and, ultimately, more effective policing. The Participant Secondment Programme exists to:

Support external organisations to increase their understanding of policing.
Reenergise you to deliver outstanding policing in your community.
Expand your skills and experience.

Host Organisations

These will be finalised this month and shared with you when applications open on Wednesday 4 December. We’re excited to confirm many of our previous host organisations are partnering with us again, including:

  1. Accenture
  2. The Home Office
  3. His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS)
  4. Ogilvy
  5. The Association of Police and Crime Commissioners (APCC)
Details of how you can indicate your preference of sector when applying, job descriptions, and confirmation of all this year’s host organisations will be shared when applications open on Wednesday 4 December.

Why should you apply for a secondment?

External secondments are a fantastic opportunity to gain insight into other sectors and are not something most constables are given the option to do. There are several reasons why you might want to consider undertaking a secondment, and understanding your individual reasoning will be a huge benefit when completing your application form.

Feedback and success stories

An external secondment will support your development by presenting valuable opportunities for knowledge exchange and skill development. Secondments facilitate closer working relationships with other sectors, and enable you to bring new skills and learning back into force. Feedback shows that secondments have the potential to strengthen the core skills that underpin the success of neighbourhood policing, with more than two-thirds of participants stating that the opportunity had enhanced their problem-solving and communication skills. Previous secondees have also told us that the experience developed their wider leadership skills too.

What to expect from your secondment

What to expect from your secondment?

Whilst specific projects and activities will vary depending on the host organisation, you will experience a structured four-week secondment with ownership of meaningful project-based work related to your role as a neighbourhood police officer. The 4-week secondment is a professional commitment. Undertaking a secondment is a great opportunity to develop a variety of skills ranging from communication and stakeholder engagement, to data analysis and project management. Throughout the secondment there will be plenty of networking and learning opportunities, enabling you to build professional connections, gain insight from and influence those within other sectors. You can also expect the following:

You are expected to complete a short recap and reflect write-up, which showcases your work, including what you have achieved and learnt during the secondment. This also serves as an opportunity to consider how you plan to share this learning with colleagues upon your return to force. Whilst this is not formally assessed, it is an effective way to conclude your experience.

Timeline

External secondment opportunities will be advertised to Police Now participants in December 2024. The timeline below details the process. Secondments can take place any time between April 2025 to July 2025 for a period of four weeks. Please check the job description for specific time periods.

Application process

Applications for the Participants Secondments Programme will open on: Wednesday 4 December 2024. On this day, the Business Partnerships team will email you with a link to the online application form. The application form consists of two questions, which will ask you to explain your motivations for the secondment and what you hope to take from it. The application form also includes an agreement to commit to the secondment and to share your learnings in force. The application window will close on Wednesday 8 January 2025. Full details on how to apply will be shared next month. We will also be running online webinars in December and Januray to support you with your application.

Eligibility

The selection process is managed by Police Now and will be based on the quality of your application. Please note: to be eligible to apply, you must: • Have satisfactorily engaged with the Police Now programme, including attending the Impact Event, Module Launch Days and meetings with your PDC.* • Not be subject to any performance or discipline concerns that may adversely impact your completion of the Police Now programme by July 2025. • Have approval from your line manager to be released within the Participant Secondment Programme timeline (April - August 2025), before confirming start dates with the secondment provider. • Not source a formal internal attachment in addition to an external secondment. * Whilst 100% attendance / compliance with the NGLPis not required, we do expect all successful applicants to be able to evidence a continued engagement with the Programme and commitment to their continued professional development.
