This includes implementing - Minimum standards - Decertification criteria - Misconduct tracking system Uncooperative states can be prevented from receiving federal grants which often provide them with much of their funding, incentivizing their participation.

Cooperative Federalsim allows the national and state governments to have a flexible relationship. It allows themto work together so that varyingneeds can be met acrossdifferent locations.
With this type of system, the National government can set minimum standards for the states to work with, creating a consistent and reliable system for accountability.
States have a choice. They can Implement the federal minimum,Create higher standards to follow,or request exemption from the law.
A similar system has been seenbefore: the Environmental Protection Act. The national government set national standards, while states implemented them as they saw fit.
Not every killing is unjust — sometimes officer's don't have a choice— but a number of them are These three, amongst many others, were shot and killed unjustly
Killed by Jason Van Dyke, who had multiple force complaints, in 2014. He was 17 years old.

Police Misconduct is relevant to everybody because we become responsible as our tax dollars go to pay for lawsuits departments must settle as a result of misconduct. Worse, departments will sometimes keep officers who have had prior cases of misconduct.
