Cette charte :

• est le texte de référence en promotion de la santé et d'autres textes sont venus le compléter.
• souligne l'influence de l'environnement physique et social et met en évidence la nécessité de modifier les conditions et les modes de vie au sens large du terme pour améliorer la santé
• est éloignée de la conception individuelle de l'éducation sanitaire
• reconnait que le milieu de vie, les politiques mises en oeuvre et les ressources à disposition dans l'environnement jouent un rôle dans la santé des populations
• définie la promotion de la santé comme un processus social et politique global, toujours en mouvement, dans le cadre d'une double approche, individuelle et collective. Ce processus vise à permettre aux individus de mieux maîtriser les déterminants de leur santé.
• est le résultat d'un consensus entre les participants de la 1ère conférence internationale de promotion de la santé. C'est un cadre qui permet à l'action publique de penser les problèmes de santé, les priorités et les réponses à apporter, dans une perspective d'amélioration de la santé des populations
