Un acteur du tourisme peut être une personne individuelle, comme un touriste ou un chauffeur de taxi. Il peut s’agir d’un groupe de personnes comme un groupe d’étudiants ou une famille. Il peut s’agir d’une entreprise ou d’une organisation.L’industrie du tourisme est l’une des plus grandes industries au monde. Cela signifie que de nombreux individus, groupes et organisations sont impliqués à un niveau ou à un autre.

Par le biais du Ministère, d'offices et de sociétés, le gouvernement s'occupe du développement du produit, de la promotion et de l'accueil afin de maintenir la destination concurrentielle. Il agit à travers des politiques et des programmes (une politique définit les principes et les règles qui régissent un secteur d'activités, alors qu'un programme est l'instrument de réalisation d'une politique).La commune, le département, la région et l’EtatÀ chacun de ses niveaux correspond une institution de tourisme. Les plus connues restent les offices de tourisme qui agissent au niveau communal. Leur principale mission est l’accueil, l’information et la promotion du tourisme auprès des visiteurs. Les offices de tourisme font l’objet d’un classement, non obligatoire, de 1 à 4 étoiles. Ce classement se fait en fonction des aménagements et services de l’office de tourisme.

Ce sont des organismes créant et vendant des séjours touristiques avec différentes prestations (transport, hébergement, activités, excursions, guide etc.) à des agences de voyages ou à une clientèle directe. Ils proposent des formules de voyage prêts faites sous forme de forfait.En France, le secteur reste dominé par quelques grands groupes tels que le Club Meb ou encore Nouvelles Frontières.
Les Tour Opérateurs (TO) ou voyagistes
Les premières entreprises de la distribution sont évidemment les agences de voyages. Elles proposent l’ensemble des prestations liées au tourisme. La billetterie représente l’essentiel de leur activité (près de 75 %), devant la vente de voyages organisés. Les agences proposent d’autres services, comme la location de voiture, la réservation d’hôtel ou la vente d’assurances. Elles peuvent également produire leurs propres voyages, comme le ferait un voyagiste.Si vous travaillez dans une agence de voyages, les brochures des TO seront, avec l’écran d’ordinateur et le téléphone, votre outil de travail quotidien.

Le transport ferroviaireC'est le transport sur rails permettant la circulation de trains, tramways, tram-trains, funiculaires et métros. Il est utilisé pour le déplacement de personnes et de marchandises/fret.La SNCF (Société nationale des chemins de fer) est l'entreprise ferroviaire publique française, qui gère le réseau ferré national. Elle offre différents types de trains:- les TGV (trains à grande vitesse) = trains qui relient les principales villes (même hors de France) et qui peuvent atteindre une vitesse jusqu’à 320 km/h;- les TER (trains express régionaux) = ils relient les petites villes des régions aux grands axes ferroviaires;- les Intercités = ce sont des trains de grandes lignes hors TGV; ils relient différentes villes de France- etc.
