Here, "Union" is referring to the united government between the states.

"Domestic" means "home" and "tranquility" means "peace". This goal refers to protecting peace at home between states within the government.

"And secure the blessings of liberty to ourselves and our posterity"
"Posterity" means "those who come after us", such as future generations.

After FDR was elected four times, serving as president for 12 years until his death, Congress passed the 22nd Amendment, which added term limits to the Constitution: each President can now only serve two terms, 8 years in total
