Carola Rodia
Ms. Lama Shashit, is a recent graduate in Global Law and Transnational Legal Studies from the University of Turin, who holds a keen interest in labour law, development, and labour migration with a focus on Arab states. In 2023, she underwent training with the ITCILO's Employment Policy and Analysis Programme, focusing mainly on skills development activities. She joined the DEVINVEST programme in 2024, assisting in learning activities in both English and Arabic. Throughout this course, Lama is available to provide assistance and address any inquiries or challenges you may encounter related to the eCampus platform, webinars or any course functionality.
Joel Alcocer is currently the Development Investment (DEVINVEST) Programme Manager in the ITCILO. Previously has been the Jobs for Peace and Resilience (JPR) Programme Manager and Senior Enterprise Specialist in the ITCILO. Joel has been responsible to design, manage and deliver capacity development initiatives and projects including missions to Americas, Africa, Europe and Asia and the Pacific. Before joining the ITCILO, Joel has been working for Dutch development agencies and international agencies, on economic development, inclusive business and market systems development in Central and South America. He has extensive and practical experience of project implementation in pro-poor value chain development with a focus on the rural economy and agricultural value chains, tourism and renewable energy. His working experience also includes providing technical advice and counselling to public and private organizations at local, meso and national level. Joel holds a Master’s degree in Environmental Impact Assessment from the University of Aberystwyth in Wales, a Postgraduate Diploma in Development and Management and a degree in Chemical Engineering.
Carola Rodia is Programme Assistant of the DEVINVEST programme. She started working at the ITCILO in 2008, she worked for 12 years in Participants Admissions and Travel Unit, where she was in charge of the recruitment process of participants. Before joining the ITCILO she worked for an NGO as project coordinator in Senegal and Egypt. Carola holds a degree in International and Diplomatic Sciences from the University of Turin in Italy.

Cyrano Ombolo is an Employment Intensive Investment (EII) Technical Specialist at the International Labour Organization and member of the (EII) Programme Work Team at the Headquarters, based in Geneva. Before joining the Headquarters, during eight (08) years, he used to be a member of the Decent Work Team for Central Africa, based in Yaoundé. He was in the main supports the work of the office relating to Employment Intensive Investment Programmes in the region. Before joining the ILO Decent Work Team, he used to work with the African Development Bank (AfDB) as Senior Operations Officer and managed a number of environmental and climate change projects in many countries in Africa including Democratic Republic Democratic of Congo (DRC), Cameroon, Congo, Central African Republic (CAR) and Gabon. Today, he has a lot of experience in the development of technical, management and administration tools, contract management, road safety management, environmental protection, construction enterprise development as well as road research initiatives. Cyrano is an Economist/Statistician by training with extensive experience in the use of right-based approach in infrastructure sector, which is a key ingredient for creation of sustainable and inclusive growth. Cyrano holds a Msc in Economy from University of Soa (Cameroon) and another one in Statistics from the National Higher Institute of Statistics and applied Economy, of Abidjan, Ivory Coast.

Albert Uriyo was the Project Manager for the EIIP Afghanistan Project, based in Mazar-I-Sharif. He was previously the Project Manager for the Enhancing Rural Access (ERA) Agro-Forestry Project in Timor-Leste from November 2017 to April 2022. Prior, Albert was the ILO Training Advisor to the Infrastructure Sector of the Expanded Public Works Programme in South Africa from July 2012 when he joined the ILO. In the last 30 years, Albert has worked and practiced widely in implementation of employment – intensive programmes, capacity building, contractor development, procurement and infrastructure delivery spanning several countries. Albert has been involved in design, development, delivery and evaluation of training programmes, consultancy assignments, publications, resource to several seminars and workshops and several papers related to contractor training, development initiatives, and employment – intensive programmes. Albert, a Tanzanian national, is a Civil Engineer by profession, Certified Trainer and Certified Evaluation Manager who holds a Master in Business Administration (MBA).

Ghida is the National Project Officer of the ILO Employment Intensive Investment Program EIIP in Lebanon since 2017. She has been involved in the design, implementation, and monitoring of the employment-intensive investment project activities including rehabilitation and construction of road, and other community infrastructures such as sidewalls, water network, and building rehabilitation. Ghida has delivered many capacity development activities to Small-Medium Sized contractors in Local-resource based technology. Recently, she contributed to the ILO response to address Beirut blast and to the development of proposal to address potential ILO response to the earthquake that has hit Syria in February. Ghida holds a master’s degree in heritage architecture from ALBA University and a master’s degree specialized in landscape and environmental architecture from the Lebanese University. Ghida will present the EIIP Lebanon training portfolio while focusing in providing participants vital tools that shall be considered while delivering labour based pre-bid trainings.

Mr. Tomas Stenstrom is the Senior Specialist on Employment Intensive Investments (EIIP) for South Asia, based in the ILO Decent Work Technical Support Team (DWT) in New Delhi. EIIP supports ILO member States in the design, formulation, implementation and evaluation of policies and programmes aiming to address unemployment and underemployment through public investment, typically in infrastructure development. EIIP reinforces and builds institutional and operational capacity to provide productive and decent work that has an economic, environmental and social impact. Stenstrom joined the ILO in 1997 providing advisory support, information services and training on employment intensive investment strategies to projects and governments in Southern and Eastern Africa. Following more than 10 years in Africa Stenstrom moved to Timor-Leste where he held several senior positions with the ILO, including Chief Technical Advisor for a large EIIP project. Before joining the DWT, he was the Chief Technical Advisor for EIIP Lebanon, ILO’s flagship programme in Lebanon in response to the Syrian refugee crisis. Stenstrom has a Master of Science (MSc) in Civil Engineering from the University of Lund in Sweden.

Officer in Charge (OiC) for the Employment Intensive Investment Programme (EIIP) Afghanistan project based in Herat, Afghanistan.
Ton That Khai is an expert on Occupational Safety and Health with more than 35 years of relevant experience in providing technical support for promoting workplace health and safety in different sectors including infrastructure. He is a former ILO OSH specialist based in Dakar, Senegal. Khai is a co-author of many scientific papers, manuals, and the innovative participatory action-oriented training method (PAOT). Khai will utilize the Participatory Action-Oriented Training Method (PAOT) in providing participants practical tools to help them address OSH requirements while contracting SMEs for labour-based public works. This include conducting a self-risk assessment by using the action checklist to identify potential risks and to take actions before they cause an accident or ill-health.
Mohammad Shafiq MOHAMMADI is the Officer in Charge (OiC) for the Employment Intensive Investment Programme (EIIP) Afghanistan project based in Herat, Afghanistan. He has a bachelor’s degree in civil engineering and Professional diploma in Project Management. He acquired over 12 years’ experience in planning, implementing and monitoring of Infrastructure projects with ILO, UNDP, Mercy Corps, World Bank and USAID programs. Shafiq has joined ILO in 2022 serving as the National Engineer for the Employment Intensive Investment Programme (EIIP) Afghanistan project based in Mazar-e-Sharif, in the northern region of Afghanistan. He has been involved in operation of infrastructure works including feasibility studies, detailed design, preparation of contract documents, supervision and inspection of works, use of appropriate technology to ensure OSH, ESSF and other cross cutting issues, delivery of trainings and dealing with various stakeholders. Shafiq has been the OiC for the EIIP Afghanistan project since Aprile 2024, after the transition of the International Project Manager to ILO Iraq, supervising the team and overseeing the project interventions in Herat province, Afghanistan.

Rita Abou Jaoudeh specializes in advancing gender equity and inclusion, particularly in sectors where women are underrepresented. Her work centers on developing comprehensive gender strategies, leading capacity-building initiatives, and providing targeted technical guidance to partners and stakeholders. Rita holds a Master's degree in Gender Studies and a Bachelor's degree in Development Sciences. In her current role as a Senior Environmental and Social Safeguard Coordinator with the International Labour Organization, Rita's primary objective is to integrate gender considerations into environmental and social safeguards, ensuring equitable outcomes across projects.
