It offered a solution that appealed to both the people wanting independence and those loyal to Spain. And then, a few months later, the Treaties of Córdoba were signed to officially confirm that Spain recognized Mexico's independence. Both documents were key to making Mexico a free country, but they served different purposes and happened at different stages of the process.

It proposed that Mexico would be a monarchy, protect the Catholic religion, and ensure that all people, whether born in Spain or Mexico, would be treated equally.
