Contexto Historico
Impulsado durante el gobierno de Ernesto Zedillo (1994-2000) y continuado brevemente por Vicente Fox en sus primeros años de gobierno.
OBJETIVO
*Mejora la calidad educativa *Ampliar el acceso a la educacion *Modernizar los metodos de enseñanza

DESENTRALIZACION
Transferencia de competencia del gobierno federal a los gobiernos estatales, buscando una mayor autonomia en la toma de decisiones y una administracion mas eficiente de los recursos.

Fomento de la equidad y acceso universal
Se amplio la cobertura de la educacion basica, sobre tod en zonas rurales y marginadas con la construccion de mas escuelas y el fortalecimiento de programas como el de Telesecundaria.
Modernizacion
Hubo un esfuerzo por modernizar la infraestructura educativa, mejorar el acceso a tecnologias de la informacion y fomentar el uso de computadoras y recursos tecnologias en la escuela.
