Mexico has made progress in animal protection with laws that punish mistreatment. There are two approaches: animal welfare, which allows controlled use of animals, and animal rights, which seeks to recognize their rights. Although animal welfare is more prevalent, the animal rights movement is growing.
Animal welfare vs. animal rights
In Mexico City, our Political Constitution "recognizes animals as sentient beings and, therefore," mandates that "they must receive dignified treatment." It also establishes that all people must "respect the life and integrity of animals" as sentient beings, as well as provide them with "dignified and respectful treatment" in the terms outlined by that Constitution.
