Official launch of emPOWER Program, a platform that provides data on Medicare beneficiaries who are electricity-dependent. The goal is for states, territories, and their allies to use the information to prepare for and respond to natural disasters. In an email, the federal Department of Health and Human Services (HHS) contends that it sent aggregated information on these patients monthly to state and territory officials, including Jessica Cabrera, former director of the Department of Health's Office of Preparedness and Response Coordination.
