“I need to speak to the mayor right now,” the man in blue overalls stood in front of the counter with his feet planted firmly on the ground. “I am not leaving until I see her.” The clerk behind the counter sighed. She was having a terrible day. She had already had to log three complaint forms and schedule an emergency meeting of the city planning committee. The mayor was out all day, showing off the new sculpture to the national tourism board and enjoying a delicious gourmet meal.

"I’m really, terribly sorry, but the mayor won’t be back until this afternoon. You can stay here and wait for her, or you can tell me the problem and I’ll make sure she calls you as soon as she is back. “I’m Peter Jannsen,” the man scowled. “I live in the building that is behind the new sculpture. I want to make an official complaint.” The clerk clicked a few buttons on her mouse and tried to smile, “Go ahead then. What’s the problem?”

“Ever since that sculpture has been installed, I have had nothing but problems. The entrance to my building is constantly blocked by huge crowds of tourists. They are loud, they are disrespectful and they leave trash everywhere. I am trying to live a simple life, but I can't get in the building without pushing through this inconsiderate crowd. I can't sleep at night for the noise. This sculpture is going to be the ruin of me.”

The clerk nodded sympathetically, but Peter wasn’t finished. “And to top it all off, last night, they had a huge party right on the steps by the sculpture. They threw bottles down the steps and now there is glass everywhere. I called the police, but they never showed up. The cleaning crew never showed up either, so the whole area is disgusting, dirty and dangerous right now.” “I’m terribly sorry about this, Mr. Jannsen. I’ll send a cleaning crew out right now and let the police know about the problems. I’ll make sure the mayor calls you as soon as she gets in.”
