Bill No. 125 – Reform of the Civil Code of Quebec of 1994

Voted in the National Assembly in 1991, this legislative reform led by Minister Gilles Rémillard came into force on January 1, 1994, notably creating co-owners' unions and imposing new insurance rules.

First RGCQ governance reform - Birth of the RGCQ regional chapters

This first organizational reform makes it possible to structure the RGCQ into 3 regional chapters under the authority of a provincial group to “federate” activities across the entire territory.

The RGCQ in the National Assembly for draft no. 16 and Sanction of draft law 16

On May 8, 2019, the RGCQ participated in special consultations and public hearings on Bill No. 16 in the National Assembly. The discussions focused mainly on the contingency fund, the maintenance logbook, the supervision of managers and the training of directors. The members praised the quality of the RGCQ’s recommendations, which aim to improve the bill for Quebec co-ownerships. On December 2, 2019, the bill was assented to.

Reform of the Regulation on the guarantee plan for new residential buildings

Involvement of the RGCQ in the in-depth reform of the Regulation on the guarantee plan for new residential buildings. Creation of a neutral and independent organization whose mandate is to administer the guarantee plan for new residential buildings for the entire territory of Quebec: Garantie construction résidence (GCR).

Submission of the RGCQ memorandum to the Working Group on Co-ownership

On January 16, 2010, the RGCQ filed its brief with the Working Group on Co-ownership.

Standard for pension fund studies

A committee of experts brought together by the RGCQ establishes a standard for the development of pension fund studies in order to address gaps in this area. The committee will also be responsible for issuing approvals to experts who agree to respect this standard.

Quebec's first condos welcome their residents

On this day in May 1973, the first co-owners moved into the first condominiums in Quebec City. The Louisbourg project in particular, located in the Montcalm district, offered condominiums at prices ranging from $22,000 to $37,000. This date marked the beginning of the condominium era in the capital, a new way of living that has just celebrated its 50th anniversary.

Creation of the toolkit for members

Reserved for RGCQ members, this toolkit contains several model documents intended for the management of day-to-day business of a co-ownership board.

Creation of the RGCQ Montreal

The organization was founded in Montreal and was initially only established in the metropolis. Activities quickly grew and members from all over the province joined the RGCQ.

2nd Governance Reform

August 2023 - Modernization of governance and representation methods within the provincial RGCQ board of directors and strengthening of cohesion of action and services to members in an approach of greater collaboration anchored across the entire Quebec territory.

Amendment to the Civil Code of Quebec

Article 1069 of Section IV of the Civil Code of Quebec, relating to the rights and obligations of co-owners, is amended.

Adoption of Bill No. 31

On February 21, 2024, amendment of articles 1070.2 and 1071 of the Civil Code of Quebec, relating to the rights and obligations of unions, including the establishment of a contingency fund.

Official creation of divided co-ownership in Quebec

Sanction of a first legislative version governing this concept of collective housing. The Civil Code of Lower Canada stated that “ownership of the building is divided between its owners in fractions, each comprising an exclusive part and a share of the common parts.”
