He was the legal director of the NEPR and, in 2023, succeeded Ángel Rivera de la Cruz as associate commissioner. He worked as a lawyer at investment firm Arctas Capital Group, which in 2017 proposed to bring back the controversial proposal of the Gasoducto del Sur. As an engineer, he worked with the U.S. Department of Defense in Virginia, where he worked designing industrial ventilation systems. In New York, he worked with Kennetech Energy Management. He moved to Puerto Rico to do wind studies with the same company. “Kennetech joined forces with Enron to develop the first privately owned power plant in Puerto Rico, known as EcoEléctrica,” according to the NEPR. He earned a bachelor’s degree in mechanical engineering from the University of Puerto Rico, a master’s degree in engineering administration from the Polytechnic University of Puerto Rico, and a Juris Doctor degree from the Inter-American University of Puerto Rico.
She was appointed to the NEPR by former Governor Wanda Vázquez Garced in 2020. Before her role as associate commissioner, she directed the NEPR’s Legal Office and the Public Service Regulatory Board. She was the Legal Director of the Puerto Rico Infrastructure Financing Authority (AFI, in Spanish). She has more than 15 years of experience as an attorney in commercial litigation, construction, and administrative law. She worked at law firms Cancio, Nadal, Rivera & Díaz, PSC and Berríos & Longo, Law Office P.S.C. She is admitted to practice in the U.S. Court for the District of Puerto Rico, the U.S. Court of Appeals for the First Circuit, and the Texas Supreme Court. She has a degree in industrial engineering from the University of Florida. She earned a Juris Doctor and a master’s degree from the Inter-American University of Puerto Rico Law School.
Former Governor Ricardo Rosselló appointed Mateo Santos to the NEPR on August 20, 2018. The Senate confirmed her appointment on October 29 of that same year. Before NEPR, she worked as a senior member and chair of the Environmental, Energy, and Land Use Practice Group at the Ferraiuoli, LLC law firm. She had a crucial role in drafting the permits law in 2009. She was a partner at the law firm O’Neill & Borges, LLC, and a Legal Officer at the Puerto Rico Court of Appeals. She earned a master’s in environmental and energy law from Tulane University Law School. She studied business administration and law at the University of Puerto Rico, Río Piedras Campus. She is admitted to practice law in the U.S. Court of Appeals for the First Circuit.
He was confirmed as associate commissioner in October 2018 after being appointed by former Governor Ricardo Rosselló that same year. He is also a commissioner of the Telecommunications Bureau. He presided over the Power and Lighting Contractors, L.L.C. firm, canceled by the Department of State in December 2023. He was a project manager and administrator at Rolei Eléctrica. In 2018, he worked as a technical assistance contractor for Fluor, iParametrics, and FEMA following Hurricane María. He is a licensed engineer in Puerto Rico and the state of Florida. He has worked with aspects of the design, construction, and maintenance of electrical distribution systems, including high voltage transmission lines and interconnections of renewable energy systems to the Puerto Rico Electric Power Authority’s (AEE, in Spanish) sub-transmission network. He holds a bachelor’s degree in electrical engineering from the Georgia Institute of Technology in Atlanta, with a minor in power distribution systems and telecommunications.
The electrical engineer and attorney has served as President of the Puerto Rico Energy Bureau (NEPR, in Spanish) since June 2018. He was nominated by former Governor Ricardo Rosselló that same year. He worked at Ray Architects and Engineers, then founded law firm Avilés & Associates and, in 1998, incorporated engineering firm Edison Avilés Deliz, Ingenieros, P.S.C., which he renamed DG3A Design Group, PSC. At the University of Puerto Rico, he graduated with a bachelor’s degree in electrical engineering from the Mayagüez Campus and a Juris Doctor from the Río Piedras Campus. He also completed graduate studies in diplomacy, international relations, and business at Norwich University in Vermont and Energy Law at the Vermont Law and Graduate School. He was chairman of the Disciplinary and Professional Ethics Court of the College of Engineers and Surveyors of Puerto Rico (CIAPR, in Spanish), the CIAPR’s Institute of Electrical Engineers, and the Puerto Rico Society of Electrical Engineers. He is admitted to practice as a public notary in Puerto Rico and as a lawyer at the federal court. He is a senior member of the Institute of Electronics and Electrical Engineers.
