What is a NOREP?
Notice of Recommended Educational Placement/Prior Written Notice providing the parent/legal guardian with an explanation for the recommended educational program for their learner and othe actions taken by the LEA
Cover page of the IEP to the parent/legal guardian
Provides a method for a parent/legal guardian to object in writing to a district's proposed action or its refusal to act in response to a parent/leagal guardian's request
A summary or snapshot of the IEP meeting
Legal document for obtaining a parent's/legal guardian's written approval. Not to be confused with the signature page of the IEP (tracking attendance)

Where Do I Access the NOREP in IEPWriter??
- In IEPWriter: Learner "HOME" page
- Under "Invitation to Participate"
- If this is NOT an Intial NOREP, "Start a BLANK" NOREP- NOT "Based on Previous NOREP"
- Always "Save and Go to (Next) Section" before moving to the next page
Initial NOREP
No signature = no services
1. After an initial evaluation
1. No Progress Monitoring
2. Newly identified learners ONLY
2. No Modified Curriculum
3. Parent/legal guardian's consent is REQUIRED within 10 calendar days (from IEP meeting)
3. No Session for Instruction on IEP Goals
4. No Related Services
Initial NOREP: Section 1
First Box: "Proposes initial provision of special education and related services (for this action, the school may not proceed without your written consent in Section 8 of this document.)
Annual/Revision NOREP: Section 1
- ALWAYS check the 3rd box after an Annual or Revision of an IEP meeting- "Proposing to Change the identification, evaluation or educational placement of the child or the provision of FAPE
- NEVER check this box for a newly identified learner
- An IEP MUST already be in place
- Revising for change in Placement (Type, Level, and/or Services
Signature for an ANNUAL/Revision is recommended but NOT required. Services will automatically take place for the learner
Annual/Revision with ESY: Section 1
- The ONLY difference in Section 1 for a NOREP from an Annual or Revision with recommendation of ESY is to check BOTH boxes:
- Proposes to change the identification, evaluation or educational placement of the child or the provision of FAPE (3rd from top)
- Extended School Year (ESY) service (3rd from bottom)
Signature for an ANNUAL/Revision with ESY is recommended but NOT required. Services will automatically take place for the learner.
NOREP: Section 2- Describing the Action
Include ALL SERVICES being recommended
Include LEVEL of support (NOT a program)
Include TYPE of support
2. Description of the action proposed or refused by the LEA
*Use the format of the below statement, individualizing from your learner's Evaluation/RevaluationIEP. Consult with your supervisor if you have questions.
Commonwealth Charter Academy (CCA) has propsed to implement the IEP developed as a result of the XX/XX/XXXX IEP team meeting. A copy of the IEP is attached. Through the IEP, CCA proposed a(n) (LEVEL: Itinerant, or Supplemental, or Full-time) (TYPE: Autistic Support, Learning Support, Emotional Support, etc.) services......with (SERVICE [IF APPLICABLE] Speech Therapy, Counseling, Occupational therapy, Extended School Year, etc.).
NOREP: Section 3- Explain Why
Highlights the WHY the LEA proposes or refuses the action taken in Section 1
- Individualize (use example as a guide)
- Include the learner's disability or disabilities
- What academic deficits and any supports the learner needs to overcome barriers
- What data has been reviewed while determining recommendations (include date of ER/RR--most current)
- What level of support the IEP team recommends
- Include all related services being recommended, including ESY
- Include any complex needs and additional services, if applicable

NOREP: Section 5- How was the action determined
A description of each evaluation procedure(s), assessment(s), record(s), or report(s) used as a basis for the proposed action or action refused.Examples that may be used to determine recommendations:
- Progress monitoring
- Curriculumn-based assessments
- Benchmark assessment data
- Data from related service providers
- Classroom observations (Teacher input)
- Evaluation/Revaluation data
NOREP: Section 6- What else is relevant
A description of other factors that were relevant to the school's/distrct's (LEA) proposal or refusal.
- Were any other factors reviewed? TYPICALLY the answer is NO. Because we have discussed all factors in previous Sections.
- Use the following statement: No other factors were relevant to the LEA's proposal or refusal.

Section 7
- Double check that section 2 (level of support) and section 7 (recommended placement) MATCH. i.e. Itinerant, Supplemental, Full-Time.
- List ALL recommended services and supports, regardless if the service is being declined by the parent/legal guardian. i.e. Counseling, Speech Therapy, ESY.
When is a NOREP Required After a Revision
- NOREP Date and Superintendent Date MUST match.
- Manually add the Superintendent's signature date, in IEPWriter.
- Manually adjust the default date on the cover page of the NOREP, in IEPWriter.
- If the parent/legal guardian needs additional info, they may contact your supervisor. Add supervisor contact info as shown below.
Information for School District Superintendent & Contact for Procedual Safeguards
- Important to have parent/legal guardian provide consent & sign (required for initial evaluations). Remind the family that services cannot begin until their signature is received (for initial evaluations).
- Advise the parent/legal guardian to look for the NOREP in their email, to electronically sign, via Xodo.
- Recommend family to open on a computer/laptop vs. a cell phone
- Remind family to carefully select ONE option to prevent delay in services
- If no signature is received 10 calendar days after an Annual/Revised IEP/NOREP, the proposal will automatically go into effect.
Section 8: Parental Consent
Possible Options in section 8:
- I request a meeting to discuss this recommendation with school personnel
- I approve this action/recommendation
- I do not approve this action/recommendation
- My reason for disapproval is....
- I request: (Contact the Office for Disput Resolution at 800-222-3353 for additional information)

*If the family is not electronically signing the NOREP, they may use the USPS address for CCA: PLEASE RETURN THIS ENTIRE FORM TO: Commonwealth Charter Academy Attn: Special Education Department One Innovation Way Harrisburg, PA 17110 *On the final page of the NOREP are state and local resources the parent/legal guardian can consult to help them understand their rights and how the special education process works.

DO NOT finalize the NOREP, your AA will finalize the NOREP
ALL NOREPS must be sent to your AA by 3PM in order to be sent for signiture that day.
NOREP Cover Page date and Superintendent Signature date MUST match. Manually adjust these dates
NOREP date and Superintendent date MUST be the date your AA will be sending to family
Only Initial NOREPs MUST be signed within 10 Calendar days, or no services may begin.

This NOREP is for learners who will graduate from CCA by meeting all graduation requirements through credits or goals (as stated in their IEP)
Due to exceeding the age of eligibility for a free appropriate public education (FAPE) Once learner has reached the age of 22, they are no longer eligible for school
For learners who previously received special education services but were recently found not eligible for special education as a result of a reevaluation. Typically your supervisor will complete this NOREP

Section 5- What team used to decide
Use the language below to complete Section 5. Before you do, ask yourself:
- Was this from an Evaluation or Reevaluation Report being reviewed
- Does the learner have a related service provider? If NOT, REMOVE "therapist" from the sentence.

The IEP team reviewed the (Evaluation or Reevaluation) Report data. The IEP team also reviewed benchmark, curriculum-based assessments, progress within the curriculum, as well as input from the family, teachers, and therapists (if applicable).
