Attack
The attack was carried out with a car bomb that was loaded with a total of 200 kilogrames of explosive charge.The car was parked in the parking of the Hiperocor. ETA chose this objetive because the believed that Hipercor was a company with French capital
As was proved in the trial the authors made 3 warning calls. The information was confused and they established the attack hour at 15:30 ( to give a margin). The security guard and the urban Police realized a search but as the bomb wasn´t found the thaught that was a false warning and it was innecessary to evacuate the place. Finally at 16:10 the explosives caused a huge explosion. As consecuencies 21 people died and another 45 were injured

Government reaction
As a result of the attack, the government intesified the investigations, the penalties for terrorism were increased, the security forces against terreorists were expanded, the government intensified relations with France to capture ETA mebres and finally the emrgency protocols were improved The attack completely changed society´s perception of ETA, and the few Basque or Spanish people who sympathized with ETA stopped doing it, massive manifestations were held throughout Spain, especially in Barcelona, associations of protection of terrorism victims were created and in the next years, numerous tributes were made to the victims

Responsability of the State
The State had a great responsability in the attack. The lack of adequate evacuation ( ETA made three warning calls but there were communication problems and the warnings weren´t taken seriously), the lack of cordination between different security forces and the deficiency of emergency protocols are some of the reasons of their responsability. In fact at 2003 the Supreme Court ruled that the State was responsible for the attack, The ruling forced the State to compensate the victims
