Ο παρών οδηγός θα υποστηρίξει τους δήμους να ενθαρρύνουν και να υλοποιήσουν τη συνεργασία με τις ενεργειακές κοινότητες ή τη συμμετοχή σε ενεργειακές κοινότητες εκτός δημόσιων συμβάσεων, λαμβάνοντας όμως υπόψη τις απαιτήσεις των δημόσιων συμβάσεων και το πλαίσιο των διαγωνισμών. Ο Οδηγός αναδεικνύει επίσης καλά παραδείγματα συνεργασίας Δήμων - ενεργειακών κοινοτήτων. Ο οδηγός για τους δήμους περιγράφει πώς οι τοπικές αρχές μπορούν να προωθήσουν την ενεργειακή δημοκρατία σε τοπικό επίπεδο και ορίζει τέσσερις διαφορετικούς ρόλους που μπορούν να αναλάβουν οι δήμοι για την υποστήριξη της ανάπτυξης κοινοτικών ενεργειακών πρωτοβουλιών.

Αυτός ο σύντομος οδηγός αποτελεί πρόσκληση για τους εκπροσώπους των τραπεζών και άλλων χρηματοπιστωτικών ιδρυμάτων να γνωρίσουν την κοινοτική ενέργεια ως ένα σταθερό και συνάμα μελλοντικό πεδίο δραστηριότητας. Θα σας ενθαρρύνει να μάθετε περισσότερα για τις ανανεώσιμες πηγές ενέργειας και τις συναφείς ενεργειακές υπηρεσίες που παραμένουν στα χέρια των πολιτών και των δήμων και θα σας εμπνεύσει να δημιουργήσετε συνεργασίες με ενεργειακές κοινότητες. Καλύπτει τα κύρια ερωτήματα που θα μπορούσαν να θέσουν οι χρηματοδότες στον εαυτό τους πριν χρηματοδοτήσουν κοινοτικά ενεργειακά έργα.

Η χρηματοδότηση της κοινοτικής ενέργειας έχει νόημα από επιχειρηματική άποψη:
- Βοηθά την τράπεζα να επιτύχει τους στόχους της για το περιβάλλον, την κοινωνία και τη διακυβέρνηση (ESG) και ενισχύει τη φήμη της τράπεζας ως φορέα βιωσιμότητας

Ο παρών οδηγός θα υποστηρίξει τους δήμους να ενθαρρύνουν και να υλοποιήσουν τη συνεργασία με τις ενεργειακές κοινότητες ή τη συμμετοχή σε ενεργειακές κοινότητες εκτός δημόσιων συμβάσεων, λαμβάνοντας όμως υπόψη τις απαιτήσεις των δημόσιων συμβάσεων και το πλαίσιο των διαγωνισμών. Ο Οδηγός αναδεικνύει επίσης καλά παραδείγματα συνεργασίας Δήμων - ενεργειακών κοινοτήτων. Ο οδηγός για τους δήμους περιγράφει πώς οι τοπικές αρχές μπορούν να προωθήσουν την ενεργειακή δημοκρατία σε τοπικό επίπεδο και ορίζει τέσσερις διαφορετικούς ρόλους που μπορούν να αναλάβουν οι δήμοι για την υποστήριξη της ανάπτυξης κοινοτικών ενεργειακών πρωτοβουλιών.
