La commissione giudicatrice, con 10 voti su 11, dichiarò vincitore il progetto dei due giovani architetti francesi Michel Andrault e Pierre Parat. Il progetto fu presentato con il motto “corona con nove raggi bianchi su campo azzurro”.

In fase di realizzazione il progetto ha subito diverse modifiche, senza perdere l'immagine originale. La struttura, ardita e pionieristica, ha richiesto l'intervento dell’ingegnere strutturista Riccardo Morandi.
