Methodologiegids

Deze methodologiegids richt zich op burgerparticipatie bij het ontwikkelen van een diverse reeks burgerenergieprojecten. In burgerenergie zijn burgers vaak de belangrijkste initiatiefnemer en eigenaar van het project. Dit betekent dat zij ook het merendeel van de beslissingen in het project nemen. Deze gids ondersteunt gemeenten bij het aanmoedigen en implementeren van gemeentelijke samenwerking met energie-gemeenschappen, of deelname aan energiegemeenschappen buiten de openbare aanbesteding, met inachtneming van de eisen van de openbare aanbesteding en het aanbestedingskader. Het biedt ook voorbeelden van lokale pioniers om verdere actie te inspireren. Deze korte gids is een uitnodiging voor vertegenwoordigers van banken en andere financiële instellingen om kennis te maken met burgerenergie als een stabiel en toekomstgericht werkterrein. Het zal u aanmoedigen om meer te leren over hernieuwbare energie en gerelateerde energiediensten die in handen blijven van burgers en gemeenten, en u inspireren om samenwerkingen op te zetten met energiegemeenschappen. Het behandelt de belangrijkste vragen die financiers zichzelf kunnen stellen voordat ze burgerenergieprojecten financieren.

Financiering van gemeenschapsenergie is vanuit zakelijk oogpunt zinvol:

  • Het helpt de bank om haar milieu-, sociale en governance-doelstellingen (ESG) te bereiken en versterkt de reputatie van de bank op het gebied van duurzaam bankieren.
  • Het verlaagt het risico van de portefeuille van de bank, omdat energiegemeenschapsprojecten regelmatig minder risicovol blijken te zijn dan conventionele projecten, namelijk minder lokale tegenstand en kleinere schaal waardoor ze gemakkelijker te beheren zijn en het makkelijker is een vergunning te verkrijgen.
  • In veel gevallen is het een stabiele investering die wordt ondersteund door terugleververgoedingen of toeslag.

Gender Actieplan

Actie ondernemen

  1. Presenteer bevindingen van de Gender (zelf-) beoordeling aan alle betrokken partijen.
  2. Definieer genderdoelen, -doelstellingen en -resultaten voor de betreffende organisatie.
  3. Schets de benodigde acties op basis van de vastgestelde hiaten en problemen in de Genderbeoordeling.
  4. Identificeer organisatorische verantwoord-elijkheden, tijdlijn en toewijzing van middelen.
  5. Stem in met een monitoring- en evaluatie-protocol (M&E) met gendergevoelige indicatoren en doelen om de prestaties van activiteiten, output en resultaten bij te houden.
  6. Voer het GAP en M&E-protocol uit.

Nadat de probleemanalyse heeft plaatsgevonden, is de volgende stap de ontwikkeling van een actieplan om de geïdentificeerde kwesties aan te pakken.Verschillende strategieën kunnen worden ontwikkeld om problemen van oneerlijke behandeling of discriminatie aan te pakken in processen zoals werving, prestatiebeoordeling en promotie, leiderschap en teammanagement, communicatie of bredere cultuur binnen jouw energiegemeenschap. Een Gender Actieplan (GAP) is een plan om strategieën voor te stellen die zullen helpen om gender mainstreaming te bevorderen of gender als een overkoepelend aspect te integreren met andere doelstellingen.

Enkele tips

  • Bouw netwerken op! Overweeg samen te werken met feministische organisaties om de boodschap van energiegemeenschappen te verspreiden. Je kunt deelnemen aan feministische evenementen en programma's om meer FLINTA en LGBTQIA+-mensen bij je energiegemeenschap te betrekken.
  • Maak mannen je bondgenoten! Betrek hen bij gesprekken over gender en wanneer we het hebben over de empowerment van vrouwen. Probeer mannen op dezelfde lijn te krijgen als vrouwen of diverse genderidentiteiten.
  • Bekijk de HeForShe-beweging, geïnitieerd door UNWomen, om mannen en mensen van alle genders in solidariteit met vrouwen te laten staan.
  • Zorg bij het organiseren van een evenement ervoor dat je de eerste vraag tijdens de Q&A aan een meisje/vrouw geeft.
  • Probeer gendergevoelige taal te gebruiken in plaats van genderneutrale taal.

Waar beginnen we?

Naar geslacht uitgesplitste gegevens zijn essentieel in de meeste methodologieën. Dit kan de eerste stap zijn om andere onderling verbonden dimensies in kaart te brengen, zoals: sociaal-economische klasse, ras, etniciteit, religie, leeftijd en/of handicap, d.w.z. voor gender-uitgesplitste intersectionele gegevens. Het uitvoeren van een genderanalyse is het startpunt voor het ontwikkelen van interventies om genderongelijkheden aan te pakken. Het heeft als doel de verschillen tussen vrouwen en mannen te identificeren wat betreft hun relatieve positie en de verdeling van middelen, kansen, beperkingen en macht in een gegeven context.
