Pre-Development Phase
Pre-Development Phase
In the pre-development phase, the CeL operations team collaborates closely with the academic department to evaluate their requirements, determine the priority of course development, identify stakeholders (including faculty subject matter experts) and resources, define the project scope and deliverables, and establish a timeline for the course rollout.
Course Development
The CeL Program Manager will work with the deans to identify the following information:
- Course number/title
- The most recent course outline from the Curriculum Services department
- Check if there is a new proposal for the update
- Expected rollout term
- SME name and their availability
- Check if the SME is full-time or adjunct. >If an adjunct, what’s the status and teaching load? The Department of Curriculum Services is accountable for delivering authorized curriculum and course outlines for both academic credit hours and workplace certification courses. Our instructional designers are mandated to devise and create courses that comply with the approved course outcomes, requirements, topics, and assessment methods mentioned in the course outline document.
To initiate the design and development phase, we necessitate a curriculum or course outline that has obtained approval, delineating particular course-level learning outcomes, topics to be addressed, instructional materials, and methods of assessments. In the development of a for-credit online course, the CeL typically does not participate in the pre-development phase. This is because the responsibility of curriculum development approval lies with the Department of Academic Programs and faculty members, overseen by the Curriculum Services Department. However, the CeL team is available to offer support as necessary. For non-credit courses, such as Continuing Education courses and other instructional training projects, the department responsible for course development, in conjunction with the Continuing and Workforce Education department, must submit approved course outlines and supplementary information to assist the CeL in devising resource management plans.

The CeL Director and Instructional Designers can also assist the department in developing program development documentation, outlining specific course design requirements governance at the programmatic level. This will ensure course design standards and consistency of the courses (e.g., student resources like an APA guide, discussion rubrics, grading distribution, etc.) within the same study program or track. Working collaboratively with faculty subject-matter experts and the academic department, our team will create a mapping document that demonstrates the alignment between program and course learning outcomes. This program and course map will serve as essential evidence to support the program accreditation process.
The CeL will support the academic department in planning and developing online courses at a programmatic level. It's crucial that the courses across the program maintain consistency in course design and meet program requirements. To ensure success, we recommend that the academic department and stakeholders collaborate with our CeL Program Manager to develop a project plan outlining all requested course development, potential faculty subject-matter experts, and expected timelines and rollout terms. This will allow our operations team to effectively manage resources, including team workload, instructional designer availability, and course development budgets.
