01. INTRODUCTION

What is interpol?

Interpol is an organization that coordinates international police activity and combats organized crime. Interpol is the second largest intergovernmental organization: it is made up of 188 states. The head office is located in Lyon, France; the secretariat is located in Argentina, Cameroon, Ivory coast, El Salvador, Kenya, Thailand and Zimbabwe. Interpol is founded on political neutrality: it doesn’t deal with political, military and religious crimes; it deals with public safety and combating terrorism,organized crime, piracy,drug and weapons trafficking,corruption and child pornography.

01. INTRODUCTION

Interpol was born in Vienna ,thanks to Johann Schober, as the international criminal police commission in 1923; in 1946 it was called “Interpol, union of the words ‘international’ and police”; in 1956 it was called the international criminal police organization.

The most important goals: - in 1914 the first international congress of the criminal police took place in the principality of monaco; - in 1949 the emblem and flag were approved; - in 1971 interpol was recognized as an intergovernmental organization of the united nations;

02. INTERVENTS

HOW DOES INTERPOL INTERVENTS?

Interpol is a network of 190 interconnected national police forces. A member of the police can ask the General Secretariat to issue a red notice which is then distributed to all other members, requesting that an individual be detained or arrested according to local law. Essentially Interpol is a large network for exchanging information. Interpol does not have the power to arrest or detain anyone.

02. IntERVENTS

Interpol has a complex set of rules under which the agency cannot act politically, militarily, religiously or racially. There are also rules that stabilize the basis on which Interpol can issue a red notice, how the agency stores data, and how notices can be contested. The international criminal police organization INTERPOL has three main functions: disseminating criminal police information worldwide managing databases supporting member states in operational matters.

03. CRITICS

Despite its politically neutral position, some people have criticized the agency, for its role in arrests that critics declared were politically motivated. In their declaration, adopted in Oslo (2010), Monaco (2012), Istanbul (2013), and Baku (2014), the OSCE Parliamentary Assembly (=Organization for Security and Co-operation in Europe) criticized some OSCE member States for their abuse of mechanisms of the international investigation and exhorted them to support the reform of Interpol, in order to avoid politically motivated prosecution.

03. CRITICS

The resolution of the Parliamentary Assembly of the Council of Europe of 31 January 2014 criticizes the mechanisms of operation of the Commission, for the Control of Interpol's files, in particular, non-adversarial procedures and unjust decisions. In 2014, PACE adopted a decision to thoroughly analyze the problem of the abuse of Interpol and to compile a special report on this problem.

04.BUSINESS

In 2013, Interpol was criticised over its multimillion-dollar deals with such private sector bodies as FIFA, Philip Morris, and the pharmaceutical industry. The criticism was mainly about the lack of transparency and potential conflicts of interest, such as Codentify.

05.LEADERSHIP

1) After the disappearance of Meng Hongwei, four American senators accused his presumptive successor, Alexander Prokopchuk, of abusing Red Notices, likening his election to "putting a fox in charge of the henhouse" 2) In June 2021, 35 French Parliamentarians, Members of Parliament and Senators, including from the majority and the opposition, urged President Emmanuel Macron to oppose the candidacy of the UAE's General Ahmed Nasser Al-Raisi, citing the accusations of torture against him. 3) In October 2021, Al-Raisi had to face further opposition, as the lawyers submitted a complaint to the French Prosecutor in Paris. The claims cited Al-Raisi, citing the accusations of torture agains him.

1) From 1 to 3 July 2015, Interpol organized a session of the Working Group on the Processing of Information, which was formed specifically in order to verify the mechanisms of information processing. The Working Group heard the recommendations of civil society as regards the reform of the international investigation system and promised to take them into account, in light of possible obstruction or refusal to file crime reports nationally. 2) The Open Dialog Foundation, a human rights organization, recommended that Interpol, in particular: create a mechanism for the protection of rights of people having international refugee status; initiate closer cooperation of the Commission for the Control of Files with human rights NGOs and experts on asylum and extradition; enforce sanctions for violations of Interpol's rules; strengthen cooperation with NGOs, the UN, OSCE, the PACE, and the European Parliament.
