Minors of foreign origin present on the national territory have the right to education regardless of the regularity of their position regarding their stay, in the forms and methods provided for Italian citizens.Foreign minors subject to compulsory schooling are enrolled in the class corresponding to their age, unless the teaching body decides to enroll in a different class.

Principles of the pubblication: - the importance of adopting the definition "students of migrant origins" - the right/duty to education of all minors, - the need to adopt measures and protocols common for a shared path of welcome and inclusion in all schools, - the importance of supporting integration action, - the intercultural dimension in curricula.

The big change

A growing number of kids in schools are of migrant origins. Italian schools have to expand their activities, from a general and stereotyped promotion of "other cultures", to the specific needs of migrant students. Language courses for the students and information services to their parents are becoming more and more common.

The 30% limit

Due to dispersions, abandonments; the poor knowledge of the Italian language, sometimes absent; the possession of the "new" language more as a spontaneous register useful to daily "communication" than as a tool for studying; the need to provide, also modules differentiated learning and training paths, especially in secondary schools second degree; the foreign communities and their impact with Italian culture. The Education Minister adopt a regulation by which "The number of students with non-Italian citizenship present in each class does not will normally exceed 30% of the total number of members7, as a result of a balanced process distribution of students with non-Italian citizenship among institutions that insist on same territory".

FOREIGN STUDENTS in Italy

School year 2021/2022: 872,360 foreign students out of a total total of 8,261,011 students. Students with foreign citizenship are concentrated for just under a third inprimary school (312,713, equal to 35.8% of the respective total), for a quarter in schoolsecond level secondary school (216,987, 24.9%), for a fifth in first level secondary school (188,234, 21.6%) and for the remaining 17.7% in childhood (154,426).
