A letter is written in response to the situation outlined in the question. It will require a response which is consistently appropriate for the specified target reader. For example, a letter to the editor of a newspaper or magazine, to the director of an international company, or to a school or college principal. A letter to a newspaper or magazine may well include a narrative element which details personal experience; other letters may be more concerned with giving factual information.

We will have to read carefully the heading in order to see what type of language do we have to use. If we are addressing the CEO of a company the language used is going to be more formal. Otherwise, if we are writing to a newspaper, there will be a wide variety of people reading what we have to say. So, that tells us that we should probably use a formal to neutral style of language, meaning that there shouldn’t be any colloquial expressions and we should try to avoid informal phrasal verbs.
