Introduction

The goal of the Managed Access and Reserve (MA+R) Global Toolkit is to guide site-level activities to establish and manage functional MA+R areas.More experienced implementers may use it as a quick reference to design work plans, a coaching tool, or a structure to organize and easily access their resources.Less experienced implementers may use it as a detailed guide to learn about, plan, execute, and monitor MA+R activities.

Things to keep in mind!

  • Compile and analyze geospatial data before proposing MA+R model design options.
  • Collect and analyze catch and behavioral data in phase 1, 3 and 4.
  • Collect and analyze ecological and socio-economic data in phase 1 and 4.
  • Plan fisher registration and licensing activities according to existing protocols, if they exist.

Data for Decision-Making involves collecting, analyzing, and using quantitative and qualitative data related to socio-economic, ecological, and fisheries conditions in coastal communities and areas. The data informs the design and management of MA+R areas.

Things to keep in mind!

  • Trust is the cornerstone of success for management bodies, good organizational and communication skills are critical to build and maintain trust with their stakeholders.
  • Surveillance activities are more effective after fishers have publicly expressed support for rules, have the necessary skills and resources to comply, and the community can recognize rule compliance.

Effective Management Bodies refers to building the capacity of management bodies to be functional in four areas:

  • Team, Organizational and Relational Skills
  • Adaptive Fisheries Management
  • Community-Based Surveillance
  • Data Collection Support

Things to keep in mind!

  • Design activities using data and insights collected during MA+R Phase 1 to enhance their effectiveness.
  • Organize activities when they are most relevant, for example before seasonal rules are in effect and, if appropriate, integrate them in community activities such as sports, school and religious events.

Community Engagement and Behavior Adoption involves the use of activities and support materials to encourage and maintain sustainable fishing behaviors and foster social cohesion within the community.

Things to keep in mind!

  • Coastal fisheries are affected by conservation, coastal development, economic policy, among others. Create a policy map to identify potential pain points and synergies.
  • Overlapping institutional jurisdictions may lead to unclear roles in policy implementation. Map stakeholders in coastal fisheries and related sectors to identify potential pain points and synergies.
  • Interventions should aim to formalize traditional and customary practices that contribute to sustainable management of coastal fisheries.

Policy and Governance activties at the site level focus on formalizing and enacting national and local policies that enable long-term, community-led and sustainable management of coastal fisheries.

Things to keep in mind!

  • People must believe they can manage their finances before developing healthy financial habits. In the absence of this belief, organize peer groups to provide tips and tools to track their cash flow and save small amounts of money.
  • Assess market conditions and entrepreneur readiness to identify which productive and business management interventions are most appropriate for different individuals and/or groups.

Innovative Finance site-level activities aim to strengthen household income, improve food security, and enhance the financial health of community-led management bodies.

Phase 1 activities focus on understanding the current state and factors that influence the long-term well-being of coastal communities and habitats. The personal, social, cultural, ecological, economic, and political dimensions that influence people and ecosystems should be considered. Tools to understand these dimensions are organized into five themes, i.e. Data for Decision Making or DDM. The information gathered should be analyzed by theme and as a whole to identify interactions between them, such as peaks in near-shore catch due to weather or local celebrations.

  • Basic functionality of management body (formalized/strengthened)

Phase 2 activities focus on defining and formalizing the Managed Access and Reserve area boundaries to protect and sustainably manage the fisheries that sustain livelihood and food security. The process is iterative and informed by ecological and fisheries science, and local knowledge and practices. Local teams skillfully facilitate agreements between diverse stakeholders. Where marine zoning plans exist, it is important to assess whether they integrate:

  • priority species for livelihood and food security
  • cultural, traditional and/or local governance boundaries

  • Intermediate functionality of management body (formalized/strengthened)

Phase 3 activities focus on designing fisheries management plans using a combination of ecological, fisheries, and socio-economic data. Where marine management plans already exist, it is important to assess whether they include:

  • priority species for livelihood and food security
  • conditions that support and/or strengthen equitable gender and social inclusion
  • measures that reduce social and ecological vulnerability to the effects of climate change
  • cultural, traditional and/or local governance practices

  • Advanced functionality of management body (formalized/strengthened)

Phase 4 activities focus on adaptive fisheries management and the continued protection of reserve areas. Regularly assessing habitat, fisheries health, management body functionality, livelihood, and food resilience will provide insights to adapt management activities. Strategies to create enabling financial and regulatory conditions for long-term and effective management should be implemented in parallel with the community-level activities outlined in earlier phases.

Phases are broad steps to design, establish and manage Managed Access and Reserve (MA+R) areas. They may be adjusted to reflect existing coastal or marine spatial planning processes. The phases can guide the establishment of new MA+Rs or support the strengthening of existing conservation/management plans. The phases are:

Explanation of Milestones

Milestones are an important point in progress in the Managed Access and Reserve (MA+R) process.

Milestones span more than one phase when their exact timing may vary due to:

  • Rules, as is the case with fisher registration when the dates are regulated by local or national authorities.
  • Evolving needs, such is the case with building the capacity of management bodies from basic to intermediate to advanced skills.
  • Seasonal changes in fishing practices due to, for example, temporary regulations, cultural practices or weather patterns.
