STC is officially engaged with a lobby firm to represent the industry at the state and local levels, including Boston. MA HB 3948 - If passed, this bill would prevent any state agency or state authority from providing funding for the purchase, use or installation of artificial turf that contains zinc, plastic or PFAs.The bill is on the House Calendar, and as such could be taken up for a vote during any formal House session. On 1/10/24, the House held a session and the Bill was not taken up. MA SB 2057 - If passed, this bill would ban the installation of any new synthetic turf fields. The bill is pending before Senate Ways and Means.

California

Legislative & Regulatory

The California Legislature returned for the second year of the 2023-2024 legislative session on 1/3/24. SB 903 has been introduced by Senator Skinner, the chair of the Senate Budget Committee and the Joint Legislative Budget Committee. The intent of the bill is to ban all non-essential uses of PFAS by 2034 and establish a petition process through DTSC to determine essential uses. We expect SB 903 to be modeled after the PFAS law that is currently being implemented in Minnesota. Governor Newsome officially unveiled his 2024-2025 budget.

Maryland

STC and partnered lobbyist continue to communicate and meet with a senior staffers in the Maryland State Assembly to discuss STC's proposed compromise legislation regarding chain-of-custody. HB 457 - If passed, this bill would establish a chain of custody for synthetic turf systems of 5K sq. ft. or more, that may require both producers and installers to report the installation and removal activity. A new amendment was adopted to 1) disclose, before a sale, the maintenance typically performed during the lifespan of the turf, and the industry standard costs for removing turf, replacing turf, and disposing of turf.

Colorado

Legislative

Penta, STC, and the GA committee have moved forward with 76 Group, a lobbying firm in the state. Penta and STC met with 76 Group this week to kick off our engagement and begin to align on a strategy for addressing legislative threats in the state. CO HB6 - If passed, this bill would prohibit local governments and homeowners’ associations from installing or planting nonfunctional turf, invasive plant species, and artificial turf on commercial, institutional, and industrial properties.

New York

Legislative & Regulatory

The new state law requires carpet manufacturers to establish a program for the collection and recycling of discarded and unused carpeting. The law goes into effect on December 28, 2024, reporting is due by December 31, 2025 and implementation by July 1, 2026. President Melanie Taylor conducts regular calls with the Carpet and Rug Institute (CRI) and Carpet Cushion Council (CCC) to collaborate on research, data and planning for the EPR law. NY A7158A (Introduced) - Establishes a moratorium on the installation of synthetic turf pending a comprehensive environmental and public health study.
