we use the passive to focus on the receiver of the action rather than the person or thing that performs the actions...

so... what could be done by farmers? what must be done by authorities? what should be done by the government? what might be done by scientists? what has to be done ...? what doesn't have to be done by performers? and for the animals...

Alternatives to using mice might be found. Hunting of bears should be prohibited. Traditions like bullfighting must be prohibited. Animals must not be used for shows. Hunters shouldn't be allowed to hunt endangered species. BUT Jungles and natural places have to be preserved OR The lions cage doesn't have to be cleaned everyday.
