Who are emergent bilingulas
Emergent bilinguals are a group of students who did not learn English as their first language. These students are continuing to learn and use their home language while also learning another language.

Emergent bilinguals are often referred to as English Language learners (ELLs), English Learners (ELs) or Multilingual Learners (MLLs)
Why do we need to learn about Emergent Bilinguals?
The lack of preservice training contributes to the achievement gap between ELLs and native Egnlish Speakers
15,107 emergent bilinguals were enrolled in Rhode Island public schools within the 2020-2021 school year
The number of emergent bilinguasl has increased by 97% from 2017-2021
Teachers are unable to meet the academic needs of ELLs
The goal of this presentation is to provide you with background knowledge that prepares you for entering the classroom
Preservice Teachers in Rhode Island do not have to obtain emergent bilingual training

Planning and Implementing instruction
Teachers must use evidence-based, student centred, interactive approaches to create a supportive learning environment. In order to meet students' needs teacher must make instructional decisions based on their student's individual strengths and weakness. In order to effectively do this teachers should collaborate with family and staff.
Adapt materials to provide comprehensible input
Create content that is culturally and linguistically relevant
Ways to adapt materials
Emergent Bilinguals are learning language and content at the same time!
Make decisions based on language and content outcomes
Collaboration allows for sucessfull learning

Assessment & Evaluation
Summary
Use assessment for identification, placement and reclasifcation.
Teachers must apply assessment principles to analyze emergent bilinguals. Teachers use data to inform lessons and make decisions that support learning. This data should be communicated to educators and families.
Give formal and informal assessments to assess language and content goals.
Make administrative considerations to make assessments more appropriate.
Have a knowledge of validity and reliability. Recognize how these factors impact assessments.

"States must expect that all educators will hold ELL students to high academic content standards. However, when students are being assessed for content knowledge in a language they are still learning, fair and valid (i.e., meaningful) interpretations depend on clear measurement of the construct (e.g., avoiding irrelevant construct variance caused by measuring language abilities rather than the intended mathematics or science knowledge) and appropriately implementing testing accommodations."

Read more about collaboration
Collaboration is a key aspect of teaching. this includes collaboration with educators and families. Teachers must be aware of policies, legislation, and the rights of students. With this comes advocating for emergent bilinguals to ensure their rights are met. In order to do this teachers should be continuous learners.
