JUVENILE PROBATION
- The center is striving to provide a safe and efficient response to emergencies throughout the County, excluding the Rathdrum/Post Falls area which operates its own dedicated service. .
- 13 fully-trained Emergency Communication Operators (ECO's).
- 17 fully trained ECO’s would provide a safe level
- 25 is fully staffed.

The Prosecutor's office handles all misdemeanors brought forward by the State Police and the Sheriff's Office. Additionally, they also prosecute all felonies from all a law enforcement agencies county-wide. Excessive prosecutorial caseloads can harm defendants, victims, and the general public at large.

Kootenai County has seen a lot of growth related to the construction of housing and people moving to the area. There are many things that contribute to the rise of solid waste, but the growth in our area is a factor to consider. Yearly growth rate of 3% to 5% is optimal. Since 2018 the average growth rate is 6.5%

Diversion is a cost effective method of dealing with first time offenders by eliminating the formal court proceedings while still holding the juvenile accountable and addressing underlying factors associated with each case.

Kootenai County Sheriff's Office (KCSO) Jail overcrowding and deputy understaffing pose serious liability risks for county taxpayers. Overcrowded jails not only increase dangers for deputies, but they also heighten the potential for violent inmate incidents, escape opportunities, and compromised inmate welfare. The added pressure on deputies leads to increased fatigue, stress and early burnout.

Jail Physical Max Capacity is 451 Jail Legal Max Capacity is 361KCSO Inmate population is 447 inmates.Industry standard ratio is 5 inmates/detention deputy. KCSO ratio is at 6.979 for 2023.
Jail Failed Last Inspection Due to Inmate Overcrowding

Legislation has changed most status offenses (curfew violation, minor in possession of tobacco/alcohol) to be infractions. Resulting in a monetary fine in lieu of petitioning the cases to court. Even though our cases are lower than expected we have seen an increase in mental health and substance use disorders causing these cases to require more involvement by Probation Officers (PO) and community services.
