What is the history of Equal Pay?
Pay equity information. Since the Equal Pay Act was signed in 1963, the wage gap has been closing at a very slow rate. In 1963, women who worked full-time, year-round made 59 cents on average for every dollar earned by men. In 2010, women earned 77 cents to men's dollar.
Wage Gap
- Over the past 40 years, the real median earnings of women have fallen short by an estimated $700,000 to $2 million.
- Overall, women are not paid as much as men, even when working full time and year round. On average, women working full time, year round are paid 83.7% of what men are paid.
- In 2022, the earnings ratio between union women and union men was 89.6 percent, compared to 82.0 between women and men not covered by union contracts. This is just one of the many reasons that Congress should act to pass the PRO Act, bolstering the right to form a union and collectively bargain in the workplace.
A union is a group of workers who join together to negotiate with their employer over workplace issues. Unions can also be called labor unions or labor organizations.

Unions Help Women Close the Pay Gap
- Closing the gender wage gap is essential to helping women achieve economic security. We should use all the tools available to combat the factors contributing to pay disparities. Some of these tools include establishing standardized rates of pay, requiring more transparency in compensation data, strongly enforcing antidiscrimination laws, and allowing workers to earn additional benefits such as paid sick and family leave, which help enable workers to balance demands at home and at work.

- Women covered by a union contract earn, on average, $203 per week more than non-unionized women, a 21.9 percent increase.
- Greater pay equity exists for union workers because of the transparency and equality provided by a union contract. Collective bargaining agreements apply to all workers at a job, regardless of their race or gender. Importantly, workers with unions feel more secure speaking out about pay and other workplace issues, because they know they have the power of a union.

Pay audits: Compare the pay of male and female employees to identify if there are equal employment opportunities.
Pay transparency: Increase pay transparency and stop basing pay on salary history.
Parental leave: Offer paid parental leave and childcare support for new parents.
Hiring practices: Use structured and skill-based recruitment programs to reduce unconscious bias. Increase the representation of women in hiring decisions.

Example: labor union is the International Brotherhood of Teamsters, which represents a variety of blue-collar workers, including freight drivers, warehouse workers, sanitation workers, and construction workers. The union negotiates pay rates, benefits, and workplace conditions for its members.
