(1) An individual who lacks a fixed, regular, and adequate night-time residence; (2) An individual who has a primary night-time residence that is: - A supervised publicly or privately operated shelter designed to provide temporary livingaccommodations (including welfare hotels, congregate shelter, and transitional housing forthe mentally ill) - An institution that provides a temporary residence for individuals intended to beinstitutionalized; or - A public or private place not designed for, or ordinarily used as, regular sleepingaccommodations for human beings.

Homeless Emergency Assistance and Rapid Transition to Housing Act (2009)

  • Also called by its acronym HEARTH
  • Amendment to the previous McKinney-Vento Homeless Assistance Act of 1987.
  • Main objective: optimize federal homelessness assistance programs focusing on prevention, expanding definitions, supporting rapid re-housing, promoting local planning, and incorporating performance measurement.
  • Signed in 2009 while Barack Obama was president.

  • A person who has become homeless due to a major life change or catastrophic event.
  • They are the most common type

  • The homeless wouldn't be able to recover if it weren't for NGOs and associations.

  • There are homeless people of all ages who even work and live in shelters.
  • Around 80% are transitionally homeless
  • Majority of the transitionally homeless reconnect with family and friends without help.
