"If you want to test a man's character, give him power." - Abe Lincoln

Why was Johnson impeached?

After repeatedly blocking the Reconstruction Acts proposed by the Radical Republicans, pardoning ex-Rebels, and defying the Tenure of Office Act, stating that the president cannot dismiss important government officials without Senate approval, the House formally impeached him on Feb. 24th with a vote of 126-47. Johnson suspended Secretary of War

Edwin M. Stanton without approval, placed Ulysses S. Grant in his position. His impeachment trial lasted 11 weeks and he narrowly escaped removal from office by one vote. He served the rest of his term in a subdued fashion. The impeachment, trial, and decision highlighted political turmoil over Reconstruction. There were significant struggles between the executive & legislative branches regarding the direction of Reconstruction policies.

Johnson's Presidency

Johnson's views of the South and Civil Rights varied from the beginning of his presidency to the end of his term. At first, he agreed with Radicals in Congress that the sSouth should be punished for seceding from the Union. Later, he disagreed with Radicals in Congress about freedmen being constitutionally equal to white Americans. Johnson is quoted as saying "As for the Negro I am for setting him free but at the same time I assert that this is a white man’s government…If whites and blacks can’t get along together arrangements must be made to colonize the blacks."

The contested presidential election of 1876 led to the Compromise of 1877, effectively ending Reconstruction. The compromise included an agreement to withdraw federal troops from the South in exchange for Hayes becoming president. This marked the official end of the era of federal intervention in the South and had significant consequences for civil rights.
