Nasce a 12 de janeiro em Dublin, na Irlanda.Filho de um advogado protestante e uma mãe católica.

Mudou-se para Londres, para seguir Direito no Middle Temple, dedicou-se á literatura, viajou o mundo, e juntou-se ao Paartido Whig.

Falece a 9 de julho, em Beaconsfield, na Inglaterra.

Entra para o Trinity College, em Dublin, onde criou o Clube de Edmund Burke, uma sociedade de debates.

Publicou a sua principal expressão como teórico político, "Reflexões sobre a Revolução na França".
