Political Will

a) Public salience = high level of public interest (or potential for high public interest)​ b) Degree of group conflict = high degree of group conflict reflects intense disagreement among interest groups or when groups pit their interests against the larger public interest.

Problems

Two factors elevate an issue to one of importance and urgency for policy makers (legislators):

​ Frequently, more than one solution is available to solve a given problem. Policy analysis helps to make a strong case for one option over another.

Potential Solutions

Problems themselves – even ones with serious, widespread implications (i.e., healthcare costs, high opioid death rates, gun violence, etc.) – do not invariably lead to policy solutions. ​Advocates and legislators must couple the problem with potential solutions so that the issue moves closer to the policy door. ​

Clearly identified problems and well-researched solution may not be enough to move an issue through the policy door. ​Political circumstances are the third crucial variable in opening the door to a policy opportunity. This is often the most challenging of the three variables. Several factors come together to amplify the potential of an issue to land on the policy agenda. because they stimulate it.
