The top-down structure to support TUPE Program implementation includes:
California Department of Education (CDE)
County Consortium of Districts
District
School Site
Plan grant objectives with CDE or consortium leadership (depending on grant type) to align with district culture, practices, and policy, as well as organize school site partnerships.
