ALIEN ABSCONDER APPREHENSION INITIATIVE

Regarded Muslims as suspect and dangerous by prioritizing the arrest, interrogation, and deportation of Muslim immigrants with removal orders. This caused the forced removal of individuals and families from the US, the separation of families, as well as the inability to plan for the future. Predecessor to the National Fugitive Operations Program (NFOP).

COUNTERING VIOLENT EXTREMISM PROGRAM (CVE)

Fostered a climate of fear and distrust among Muslims, as well as incentivized religious and racial profiling of US Muslim communities, and stigmatized Muslims as inherently suspicious and prone to violence. Predecessor to the Targeted Violence and Terrorism Prevention (TVTP) Grant Program, and the Center for Prevention Programs and Partnerships (CP3).

Banned Muslims from entering the US and Muslims fleeing violence and political instability from seeking asylum in the US, as well as encouraged anti-Muslim animus, and a misleading perception of Muslims as a threat to the US.

Sweeping impacts on the civil rights of Muslims, including FBI surveillance and investigation, have inhibited Muslims from expressing their political views, practicing their religion and going to mosques, engaging in political activity, associating with political and religious organizations, donating money to charitable organizations, and speaking candidly in public or private conversations or debates.

CLOSED REMOVAL PROCEEDINGS UNDER THE CREPPY MEMORANDUM

The vast majority of closed removal proceedings, or secret hearings, involved Muslims in which the public, visitors, press, and family were not allowed to be present during the immigration hearings. The US government operating in the shadows was alarming, raising anxiety and suspicion amongst Muslim Americans. Predecessor to the Protective Order Regulation.

TERRORIST SCREENING DATABASE (TSDB)

Stigmatizes Muslims as terrorism suspects, and greatly hampers many aspects of their lives by preventing Muslims from traveling to visit family and friends abroad, to travel for work, or to fulfill religious pilgrimage obligations as a Muslim.

LAPTOP BAN

Established additional vetting and biased travel restrictions for passengers traveling to the US with large electronics from eight Muslim-majority countries, and stoked fears of Muslims as a threat to US national security.

AUTHORIZATION FOR THE USE OF MILITARY FORCE (AUMF)

Foremost legal justification for military operations throughout the world which has caused wrongful civilian deaths, exacerbated humanitarian crises, caused mass displacement as well as the destabilization of fragile states and regions predominantly impacting Muslim-majority countries and civilians.

CIA DETENTION AND INTERROGATION PROGRAM

Muslim detainees were subjected to torture, non-consensual human experimentation, and war crimes, resulting in prolonged and significant mental, emotional, physical, pain and suffering.

VOLUNTARY INTERVIEW PROGRAM

Casted blanketed suspicion of the Muslim American community, Muslims felt they were selected and singled out to be interviewed based on their ethnic and religious identities, and Muslims feared repercussions if they refused to participate in the interviews.

VISA WAIVER PROGRAM IMPROVEMENT AND TERRORIST TRAVEL PREVENTION ACT OF 2015

Racially profiles Muslims on the basis of religion and national origin, and arbitrarily discriminates against and prevents nationals of four Muslim-majority countries from participating in the program, as well as enshrined into law the scapegoating and discriminatory exclusion of Muslims.

CANADA - U.S. SAFE THIRD COUNTRY AGREEMENT

Prevents Muslim asylum seekers from accessing refugee protections and safety in Canada, despite Muslims’ expressed fear of persecution in the United States.

CONTROLLED APPLICATION REVIEW AND RESOLUTION PROGRAM (CARRP)

Establishes extreme vetting of Muslims seeking citizenship or asylum in the US, resulting in delays or denial of immigration benefits to Muslims or individuals from specific Muslim-majority countries.

MILITARY COMMISSIONS ACT OF 2009 (MCA)

PENTTBOM INVESTIGATION

Imposed discriminatory policing (selective enforcement or non-enforcement of the law), government surveillance, and profiling of Muslims as suspects and terrorists based on religious, racial, ethnic, and national origin stereotypes. Government surveillance forced Muslims to alter their behaviors, activities, and speech both within and outside of Muslim spaces. Muslims detained during the investigation were treated inhumanely and cruelly, suffered psychological and physical abuse, were penalized for observing their faith, and were forced to act against their will and conscience.

Authorized US military commissions at Guantánamo, which was considered a free-law zone where detainees would not have US constitutional protections, and prisoners were subjected to torture, human rights abuses, prolonged detention, and detention without charge. Muslims detained at Guantánamo Bay prisoners are the most impacted.

NATIONAL SECURITY ENTRY-EXIT REGISTRATION SYSTEM (NSEERS)

Regarded Muslims on nonimmigrant visas (e.g. tourism, work, study) as a security risk based on their religion and national origin, and subjected Muslims to forced registration, as well as sweeping detentions, charges, and deportations for failure to comply with the program’s requirements. As a result, families were torn apart, and there is long lasting, and deeply-rooted fear, anxiety, distrust, and alienation felt amongst Muslim American communities.
