The Definition of Realism
Realism focuses on abiding patterns of interaction in an international system lacking a centralized political authority. That condition of anarchy means that the logic of international politics often differs from that of domestic politics, which is regulated by a sovereign power.
The Foreign Policy of Russia
To stimulate further development, Russia suggest joining efforts towards the "emergence of a stable system of international relations based on the principles of equality, mutual respect and cooperation as well as international law". Foreign Policy Concept approved by Vladimir Putin in 2023 identifies Russia as a Eurasian civilization state; aligning the country more closely with Asia, Islamic World, Africa, Latin America, and rest of the Global South and seeks the end of Western hegemony in the international order.
Russian Foreign Policy is based on "its national interests". The interests of Russia are directly related to the globalisation of world economy, multilateral diplomacy, integration processes, etc.
Foreign Policy-Decision Making
Russia consistently advocates strengthening the legal fundamentals of international relations, and faithfully complies with its international legal obligations. The decisions of interstate bodies adopted based on provisions of international treaties of the Russian Federation which collide with the Constitution may not be executed in the Russian Federation. When preparing and implementing foreign policy decisions, the federal executive bodies work with the chambers of the Federal Assembly of the Russian Federation, Russian political parties, the Civic Chamber of the Russian Federation, non-profit organizations, expert and academic community, cultural and humanitarian associations, the Russian Orthodox Church and other traditional Russian religious associations, business circles and mass media, contributing to their participation in international cooperation. The broad involvement of constructive social forces in the foreign policy process promotes national consensus on foreign policy, assists in its implementation, and plays an important role in terms of more effective resolution of a wide range of issues on the international agenda.
The era of Vladimir Putin
Since 2014, Russia has been committed to a Great Power Diplomacy (Liu, 2019), which was prompted by the Ukraine Crisis in February 2014 and the consequent confrontation between Moscow and the West. “Turning east”, that is, developing political and economic cooperation with Asia-Pacific countries and integrating into the Asia-Pacific region, maintaining Moscow’s dominant role in the CIS region, and returning to the Middle East. The main reasons for the Putin administration to implement the Great Power Diplomacy include the West’s attempts to pull Ukraine into its geostrategic orbit.
Russia and Ukraine
Example: NATO
The expansion of NATO is considered to be a serious obstacle to building a democratic system of collective security "ensuring the unity of te Euro-Atlantic region", since it hinders further enhancement of good-neighbour principles, trust and cooperation.
Russia views NATO'S intentions of bringing its military infrastructure closer to Russian borders as a violation of the principle of indivisible security. And since Ukraine as the neighbour country tends to join NATO, it triggered Russia.
