Tier 3 is also referred to as targeted instruction. Very few students will need Tier 3. This level is customized to the individual student and requires more time and resources to help the student. This can be done before and/or after school and may even be delivered by an outside agency. Again progress is monitored and if a student is still not making growth, a decision-making team of school-based professionals and the student’s parents review data to determine if a student is eligible for special education services.
