The Hampton Roads Express Lanes (HREL) network will provide safe, more reliable travel options to help relieve congestion along I-64 in both directions. While some HREL segments are under construction and others are in design, the entire network is estimated to be complete as early as 2028. Exits 292 – 289 168 Bypass | Battlefield | Greenbrier
Exits 286 - 284Indian River | 264 Interchange
  • Enter the Express Lanes after the Bowers Hill interchange (exit 299) with the option to exit before Great Bridge Boulevard (exit 292).
    • These Express Lanes bypass Military Highway (exit 297) and George Washington Highway (exit 296).
  • Enter or remain in the Express Lanes before Great Bridge Boulevard (exit 292) with the option to exit before Indian River Road (exit 286).
    • These Express Lanes bypass I-464/Route 17 (exit 291), Battlefield Boulevard (exit 290), and Greenbrier Parkway (exit 289).
  • Enter or remain in the Express Lanes past Greenbrier Parkway (exit 289) and exit the Express Lanes at the I-64/ I-264 interchange, or continue through the Norfolk Reversible Roadway when open.
    • These Express Lanes bypass Indian River Road (exit 286).

Chesapeake Express Lanes I-64 West

  • Enter the Express Lanes at the Twin Bridges (just past the exit from the Norfolk Reversible Roadway) with the option to exit the Express Lanes before Greenbrier Parkway (exit 289).
    • These Express Lanes bypass Indian River Road (exit 286).
  • Enter or remain in the Express Lanes before Greenbrier Parkway (exit 289) with the option to exit just past Great Bridge Boulevard.
    • These Express Lanes bypass Greenbrier Parkway (exit 289), Battlefield Boulevard (exit 290), and I-464/Route 17 (exit 291).
  • Enter or remain in the Express Lanes just past Great Bridge Boulevard to exit the Express Lanes before the I-664/I-264 interchange (exit 299).
    • These Express Lanes bypass George Washington Highway (exit 296) and Military Highway (exit 297).

Norfolk Segments

UNDER CONSTRUCTION
Additional Express Lanes in Norfolk are under construction and in design where three existing general purpose (GP) lanes and shoulders will be converted to one part-time, high-occupancy express shoulder lane and three GP lanes. HRBT Segment
