RATIONALE
Providing educational communities with access to literacy benefits all students. Some students may be left out of interventions. Asking 'who is not being served?' when looking at data helps us to create equitable interventions to give underserved students access to opportunities

- Multi-Tiered Systems of Supports (MTSS) are commonly used for behavior and academic interventions in elementary schools. - MTSS for literacy lntervention in middle grades is a field with fewer resources - The data indicates that literacy rates drop as students move from elementary school to high school, demonstrating the importance of literacy support in middle and high school.

A Note on Equity
Who you teach should determine what and how you teach This shift toward equitable instruction aligns with CDE's and HSD2's goals of providing best first instruction in every class. CDE RANDA Rubric: Standard 2, Element B: Teachers demonstrate awareness of, a commitment to, and a respect for multiple aspects of diversity, while working toward common goals as a community of learners. Acknowledge the influence of race, ethnicity, gener, religion, socieconomics and other aspects of culture on student perspectives

5 Pillars of Literacy
‘The Five Pillars of Literacy’ which were developed by the National Reading Panel and released in the year 2000, consist of phonemic awareness, phonics, fluency, vocabulary, and comprehension. The first two pillars are traditionally taught at the elementary level and the following three in middle/upper grades.

Skill-Based Assessments: - Dibels 8th - Writing Assessments or Reading Assessments with a skill-focused rubric * Tier 2 and 3 MTSS Interventions are skill-based
Standards Based Assessments:- iReady -CMAS - pSATs/SATs - Other Common Assessments (for example, HSD2's End of Unit Common Assessment *From the MTSS model, Tier 1 is universal, standards-based instruction
Continual Improvement
A continuous cycle of improvement that targets supports and instructional plans for students. A process for targeting student supports based on data and growth or lack of growth.
