What is Home Safe?

  • The Home Safe Program was established by Assembly Bill 1811, in 2018, to support the safety and housing stability of Adult Protective Services clients.
  • It was first introduced as a pilot program in 2018 in just a few Counties.
  • In 2021, the program was expanded to all Counties.
  • It is designed to use various strategies to prevent homelessness and support housing stability.
  • Home Safe utilizes a Housing First approach.
  • Focuses on racial equity in housing.
  • Uses a Harm Reduction model.
  • Housing options are based on Olmstead Principles of an integrated and least restrictive environment.

Qualifications

  • Individuals, who are 60 years old or older; or are a dependent adult (age 18-59).
  • Must have an open Adult Protective Services (APS) case due to abuse and or neglect.
  • Being homeless is not abuse or neglect and does not automatically qualify an individual for Home Safe Services.

  • APS clients qualify to receive assistance when certain criteria related to abuse or neglect are met; such as, homelessness or risk of homelessness.
  • For example:
    • Court eviction hearing notices
    • Pay or quit notices
    • Lack of resources or support network
    • Financial Crisis
    • Loss of primary nighttime residence

Referral Process

  • A report of abuse is made to APS from a community member.
  • The APS Social Worker contacts the client and investigates.
  • The APS Client is assessed for risk of homelessness.
  • APS Client must voluntarily accept services.
  • APS Social Worker will submit the referral for approval.
  • If approved, Home Safe Intervention initiated.
