Leading through disruptive transformations in higher education

Institutional transformation and leadership development at universities. A mapping exercise

Institutional transformation and leadership development at universities in Europe

Behind the wheel: steering universities through transformation

This report provides a synthesis of the key reflections and takeaways from the two NEWLEAD focus groups on leadership development and institutional transformation that were organised in 2022. The focus groups brought together senior higher education executives interested in further enhancing their leadership skills and aimed at identifying which sort of leadership training is needed to underpin big transformations in higher education.

This report aims to provide a comprehensive picture on leadership development and institutional transformation in higher education systems across Europe. The report also intends to contribute to a meaningful conversation on the importance of capacity-building for higher education leaders as an enabler to support the post-pandemic institutional adaptation and transformation.

In 2021, EUA conducted two surveys (one addressed to senior leadership at higher education institutions and one to national university associations) to gather feedback on institutional transformation and leadership development at universities in Europe.

"In preparation for the post-pandemic era, university leadership will certainly play a central role in steering a new vision for their institutions, but also in seizing opportunities to assist with the post Covid-19 recovery."

Hope-based leadership: a new vision for higher education institutions

"Hope is the cornerstone of leadership, and universities are hopeful by definition. (...) The current changing environment can be approached from two different perspectives: the managerial approach which focuses on solving problems in the short-term, or the hope-based leadership approach which signals a future-oriented direction that provides purpose and clarity."

Leadership development: a compass for steering transformation in higher education

"Kerstin Mey, President of the University of Limerick (Ireland) discusses the essential skills which university leaders should have in order to tackle big transformation challenges. She offers advice on how to build a constructive relationship with the institution’s governance bodies, while also reflecting on instruments to support female leadership in higher education."

This guide presents a practical framework for implementing a leadership development programme, providing inspiration and valuable insights into its architecture, format, content, evaluation, and logistics. It draws from interviews conducted in eight European systems (CH, DE, DK, IE, NL, PL, SE, NO), covering 10 system-level leadership development programmes.

This report is another NEWLEAD project output exploring the transformation agenda in the higher education context and leadership styles. The report concludes that leadership styles that promote engagement, service, collaboration, and inclusion, especially when directed toward shared purpose or intentionality, have potential better fit and efficacy.

"To ensure institutional success, synergies need to be established between the academic and non-academic professionals, as the different backgrounds and skill sets have the potential to form an effective and valuable leadership team that draws on a wide range of experience and expertise, allowing different viewpoints to be considered."

More than just a matter of style: female leadership in higher education

Leading change through major challenges and achievements faced by the Catalan universities

"While female students make up half of enrolments in higher education globally, the number of women in leadership positions does not (yet) reflect their growing participation rate. This means that societal and systemic barriers to women rising to the top remain in place, and are even increasing in some parts of the world."

"Professor Oscar Mateos from Ramon Llull University shares with us the major challenges and achievements faced by the Catalan universities in leading their common Action Plan for the Agenda 2030."

The two cases described in this workbook show that the implementation of the Sustainable Development Goals in universities present different challenges that are relevant to the overall mission of the institutions. It describes in more detail some of the challenges that higher education leaders face in this context, such as governance and coordination, institutional culture, awareness and visibility, training and development, and data collection and analysis.

How the COVID-19 pandemic was handled at the University of Silesia

Polish perspective: National rectors conference collective leadership in crisis times

"Professor Tomasz Pietrzykowski describes the efforts made by all Polish universities to keep functioning during the COVID-19 pandemic, and how cooperation among leadership led to an effective method to tackle crisis scenarios."

"In this interview, Professor Jerzy Lis, CRASP Network Coordinator for Ukraine, describes the actions taken by the leadership of Polish universities to provide assistance to Ukraine since the beginning of the war started by Russia."

NEWLEAD: Innovative Leadership and Change Management in Higher Education

Today, higher education institutions are tasked with multiple and challenging roles. They accommodate evolving student expectations, address changing labour market needs and sustainability pressures, and face unexpected challenges such as the Covid-19 pandemic. In this demanding context, the NEWLEAD project aims to build the capacity of university leaders in steering change and in addressing new priorities on the institutional transformation agenda. NEWLEAD is led by the University Ramon Llull (URL) in Barcelona, in partnership with a diverse consortium including EUA. The project ran from September 2020 until August 2023.
