¿Where is the place?
2. We head towards caracas avenue in the north direction, where we will board the nariño station, where we can see the headquarters b of the e.n.s.d.m.m
1. We are located at the starting point, which is the E.N.S.D.M.M, which is located on calle 13 sur with Caracas, opposite is the long-distance university (UNAD).
4. The next and last station will be Tercer Milenio, where we will be able to observe the legal medicine institute, later we will get off and cross Caracas avenue with sixth calle and we will cross the third millennium park that will take us to races 10, 9 and 8 with street 10 where the courthouse is located.
3. We will take easy route number 3, which has the Hortua station as stops, where we can see the dermatological foundation, we will continue to the next station that will be Hospitals, opposite is the HOMI hospital (pediatric cancer).
5. · The Palace of Justice is surrounded by the Bogota City Hall, the Casa del Florero Museum, the Primate Cathedral and the San Bartolome College, arriving at our already named destination, the Palace of Justice.
when was it bult/ designed? who bult/ designed it?
Throughout the history of Colombia there have been three buildings that have been the courthouse.
The first of them was designed by the architect Pablo de la Cruz, it was located on 11th street with sixth race and it has been in operation since 1920, it was destroyed by a fire during the riots of April 9, 1948 known as the Bogotazo.
The second one was designed by the architect Roberto Londoño in 1960, it was located in the Plaza de Bolivar and was destroyed on November 6, 1985 as a result of the takeover by the M-19 guerrilla..
The third and last of them was inaugurated the majestic new building, located in the same place as the one destroyed in 1985, where the Supreme Court of Justice, the Constitutional Court, the Council of State and the Superior Council of the Judiciary have functioned since the year 2004.
what does it look like?
It is a Modern Building located in Plaza Bolívar, it is part of the buildings destined for government powers, being the headquarters of the Judiciary (The Capitol houses the Legislative Power and the Liévano Palace the Mayor's Office). It is a building of great proportions and recent construction, which is why its architecture contrasts with El Capitolio, El Palacio Liévano and La Catedral.
One aspect that caught my attention is the inscribed phrase that is attributed to Santander and reads: "Colombians, weapons have given you independence, the laws will give you freedom."
His story. On November 6, 1985, after 11:30 in the morning, radio reports began to appear about something unusual that was happening in the center of Bogotá, exactly in the Plaza de Bolívar.
what is so special about it?
The Palace of Justice was prey to a takeover planned by the M-19 guerrilla. There were 28 hours of horror during which the Palace of Justice, seat of the Supreme Court and the Council of State, was reduced to rubble due to the violent combats between the Army and the M-19 guerrillas, and due to the three fires that devastated the city. edification during the taking and retaking.
Throughout the retake, citizens who were inside the Palace were rescued and taken to the Casa del Florero, where they were interrogated to establish if they were guerrillas.
There began a second chapter of violations of the human rights of those captured that still has not ended today.
That bloody episode that turns 35 and that is remembered in history for the subsequent retake, was part of the motivation to convene the National Constituent Assembly some time later.
Prior to 1991, the Supreme Court had functions that today correspond to the new Courts: the Constitutional Court and the Superior Council of the Judiciary. It is considered that one of the most important achievements is the existence of a high court whose function is limited exclusively to enforcing the provisions of the Political Constitution.
what can you do there?
Major disputes originating from acts, contracts, facts, omissions and operations subject to administrative law, in which public entities or individuals are involved when exercising administrative functions, are resolved.
The second institution is the Supreme Court of Justice, acts as a court of cassation, where sentences are annulled. It has the function of judging the President of the Republic or whoever takes his place and high officials for any punishable act that he imputes to them.
In addition, the Palace of Justice has 5 institutions, the first of which is the Superior Council of the Judiciary, which is in charge of the government and the integral administration of the Judicial Branch, regulating the law, the planning, programming and execution of the budget, the administration of human talent through the judicial career.
The third is The Council of State, has the power to annul as unconstitutional decrees issued by the National Government that are not within the jurisdiction of the Constitutional Court, in cases of loss of investiture of congressmen.
Finally, there is the Disciplinary Jurisdictional Chamber, the decisions that are made in this unit in disciplinary matters, are true sentences that do not depend on a subsequent study or pronouncement of another jurisdiction, unless a guardianship is triggered.
The fourth is the Institutional Court, it is in charge of ensuring that the political charter by which the country is governed is not corrupted. It is made up of nine magistrates, appointed by the Senate of the Republic for individual periods of eight years from shortlists sent by the President of the Republic, the Supreme Court of Justice and the Council of State.
what is your opinioon about it?
The Palace of Justice is located in a central place where all the important buildings for decision-making in the country are, it reflects two important facts for the history of the city, which allowed the armed group to be questioned due to the disastrous physical and human consequences, In addition, it was possible to see the terrible consequences that its destruction brought, the persistence of impunity, in the deaths, in the tortures and in the forced disappearances, without taking into account the importance of the decisions that are made within it.
would you recomend it?
I would recommend it, when passing through the Paza de Bolivar we will always have the opportunity to see foreign people, it gives me great satisfaction because that point is the center of Bogota, a place full of history, of culture, where we can observe in that same point museums, churches, schools that enrich our beloved city, knowing that there is the possibility that all people in the world can see, appreciate, know a part of all history, of all events and important events that forever marked a country .
