Exemptions/r/ sound could varie according to the speech region..
Rhotic English: The r is pronounced regardless of where it is written in the word. Many speakers of American English and Canadian English speak rhotic English.
Non-rhotic English: r is not pronounced when it comes before a consonant, when it is at the end of a word, or when it is the second to last letter of a word in which the last letter is not pronounced (for example, are.) Many speakers of British English and Australian English speak non-rhotic English, as do some speakers of American English in places like Boston, New York and the southern U.S. states.
