Ethiopia: Registration papers for HelpAge Ethiopia were not able to be submitted, as the registration office has been closed initially for the month, but likely longer.
Discussions on design of bespoke DMS reports will be initiated.

The Indirect Cost Recovery(ICR) policy was finalised, approved and introduced to all staff.The policy takes effect 1st July 2024 and will be reviewed after one year.
The partnership survey findings have been shared with all staff and all partners. Discussions with 5 portfolio teams have been conducted to inform an action plan.

Feedback from the Board was received on the Vietnam recommendation paper. The team is working on the financial sustainability plan and the governance of the social entreprise and the HAI country office for the transition period. These documents will be re-submitted to the ELG and the Board for review and approval.

In Uganda, the new Network Organisation became officially registered as OLDER PERSONS ALLIANCE AND CARE NETWORK (OPACAN). Network Members are in the process of hiring a consultant to support them in developing their strategic plan.

Mozambique: Proposal submitted by HelpAge Spain. BMZ project ongoing. AI funds sourced for co-funding. Developing partnerships in the north to expand reach. Ethiopia: Proposals submitted to GAC, IRC, UNOCHA, ELRHA, and in development for EC Horizons, USAID APS and EC civil society fund. Developing partnerships for expansion in Tigray
Uganda: For office closure we are dealing with recent Uganda Revenue Authority claims; following up to clear internal audit actions; finalising asset disposal and clearing the system. The programme officer has been on maternity leave and partners GMC and Caritas have picked up the activities. Main activity ongoing is the production of the documentary video and preparation for the evaluation and closure of the project. HANU: A successful launch event in September was followed by IDOP event at which HANU contributed to the organisation and was visited by the Vice President of Uganda. An annual report is in preparation. HANU has its first programme funding through HA (15k) and is now developing ideas for a project through IS (5k). The HANU team are happy with the way they have cooperated to develop the project. Other organisations have requested to join and HANU has been invited to participate in several key forums and coordination groups within Govt and civil society.

HelpAge Tanzania, new entity, was successful with a submission to Volante Trust. This is their second grant from this new donor. The grant will be managed by IHAT. Start up meeting held for GFFO cross border project in consortium with JRS.
Tanzania: BPRM proposal was successful. The project continues HAT work in Kigoma and is to be implemented in consortium with SCF and JRS. Save is the consortium lead. BMZ Health project has been approved. Co-funding of approx 270k was planned to be covered by WHO, but a change in leadership of WHO locally has shifted their focus and the HAT team is working to find other funding sources. The launch of HAT will be held on 12th and 13th September as part of a symposium on older peoples rights which HAT is organisation. The 2 day event is intended to be the first of an annual event which will begin the run-up to IDOP.

Pakistan: DEC has approved third allocation for 2022 floods response and recovery programme. One anticipatory floods response project proposal submitted to Start Ready is approved. MoU application is still in progress.
Mozambique: Unrest continues and staff are intermittently in the office but mostly WFH. CEO shortlisting is ongoing. NCE for BMZ has been approved. Cyclone Chido hit the northern part of the country affecting more htan 174,000 people. The team are collaborating with other stakeholders to raise an alert.
Uganda: Progress in December has been slow on the office closure administration. Ongoing issues include: bank account final payments and closure of accounts; registration of new HAI board members in the NGO registration system and with the bank; confirming tax clearance. BMZ programme is near completion with an evaluation, final audit and close out meeting to be done.
Mozambique: As two current projects close in December, the team is focusing on fundraising to complement the ROAR programme. Local opportunities have arisen with UNHCR as a partner in the implementation of their 5 year strategy. Deadlines are tight, but feasible. Age International and IHAT are supporting.
Myanmar: LIFT project audit underway, AM supporting HAI with response.

Ethiopia team developing two UNOCHA proposals including expansion to Tigray. Noting a certain donor fatigue in Gambella. Proposal to JOA for financial inclusion submitted with support of Income security team.
Ethiopia: 4 proposals currently in development: ECHO HIP for Jan 24th; BHA as a preapproved partner of IRC; BPRM on the horizon for submission end of January and reaching out to Plan USA and HI; Tropical Health focused on palliative and long term care via Healthy Ageing team. Preparing to close the Assosa office at the end of December as the GFFO project closes. SMT continues to work on a number of administrative and legal issues which have emerged. Global team is supporting resolution of these issues.
SAG: New guidance has been drafted and we are reviewing this week.
Global and country teams completed the mid-year data inputs in Digital MEAL System with 97% completion rate. The analysis will be released on 5th Dec to show progress against targets per global, country and project level.
Mid-Term Strategic Review started. Steering Group convened to guided the review. Consultants are finalizing methodology through consultation.

Tanzania: All staff except CD, Head of Programme and Logistic and Transport officer finished their contracts with HelpAge International and transitioned to HelpAge Tanzania with new contracts. Second Board meeting held, several policies approved and board input to business model and strategic plan. Successfully closed the two remaining projects (SADC and UNFPA) that were being implemented by HAI -Tanzania country office.

In Pakistan, the team is waiting for the MOU with the Ministry of Economic Affairs Division, needed to be able to operate in country. The team is currently working on the budget (needed for the MOU with EAD) and the HR transition plan. FAID currently has 3 Board Members; they will start identifying additional members once the MOU with EAD is completed. In parallel, the team is working the transition plan, especially for HR, taking into account the ongoing grants and new proposals in development.

HELPAGE MOZAMBIQUE was reserved until 11 June; it is expected that all documents for registration will be submitted before that date. In parallel, the team continues to actively raise funds to sustain programmes and be able to hand them over to the new organisation. " "The Ethiopia team has identified 5 resource persons who are willing to become Board Members of the future HelpAge Ethiopia. It is currently not possible to register a new organisation in Ethiopia as the process has been put on hold for security reasons. It is expected that the process will re open soon and include additional requirements. However, the team continues making all preparation and they are currently developing the by-laws needed for the registration. A joint meeting between founders (HAI CO staff) and future Board Members will be organised to finalise the by-laws and agree on the priorities and plan to set up the organisation.

Indaba highlighted the importance of language and terminalogy. For example, HelpAge-funded partners reflects a narrow relationship. Different from the more capability-oriented partnerships (solidarity partner, strategic partner).
Mozambique: Unrest and demonstrations in the capital have continued for almost 6 weeks, with disruption to our working routine (WFH and internet access). WIth Government offices now functioning at a very minimal level, the registration process for HelpAge Mozambique has slowed, along with other bureacratic processes such as HAI authorisation to work. NCE for the current BMZ project has been submitted. Discussions regarding potential BMZ project development continue despite current German Govt freeze on new projects. CEO position was advertised and closes end of November. The transition plan was submitted and reviewed.

Mozambique: Undertaking an assessment for procurement and distribution of medical supplies in order to sign contract for Volante Trust funds. Have submitted documents to the Ministry of Justice for the registration of Association for the rights of older people (Helpage Mozambique).
- Project Quality Standards revision is ongoing and we will be reaching out to all relevant stakeholders this month. With a plan to have the revised version by January, new working groups will take forward the embedding and practice changes as well as any policy changes etc.
- Action Learning Initiative on Change and Transformation started with six participants.

Kenya: Handover of oversight from Janet to Ajeeba completed. Recruitment of country director role underway. Uganda: Ex-HAI staff began working from the partner office. Paperwork continues to complete the physical closure of the office. Deregulation process began. First step to regularise the registration that was not completed in 2009. HelpAge Moldova (HAMD) is now fully operational. UNTF agreed to include HAMD as a partner in the project after much negotiation. Bangladesh: Handover of oversight from Ajeeba to Janet completed.
Uganda: Organisational challenge with internet access was resolved by Income Security team and the team now has access and is catching up. Closing annual accounts ongoing, including confirming co-funding allocations to date for BMZ project, closing off all assets in the system. HENU has now signed an MoU and partner funding agreement with HelpAge.

We have developed Power BI dashboards where all teams have the DMS data at glance and learn how the DMS can support their reporting and other purposes. We have developed and published 2min videos for all team members on the DMS SharePoint. The videos are about "2 minutes on how you can learn the DMS". Additionally, we have published a series of other types of documents (slide deck and PDF) on how to learn the DMS the fastest way/s. Upcoming: We will be organising office hours / drop-in sessions where all team members can come with their specific questions and/or issues to learn more about the DMS with the tailored made approach.

In Myanmar, the Age Myanmar team is working on their strategy and business model with support from the Transformation team, while awaiting their official registration. A financial sustainability workshop facilitated by SAS+ and that took place on 10 January helped them brainstorm about potential revenue streams for the new organisation. They are planning to go live on the 1st of October for IDOP.

In Moldova, we have recently been engaging with donors and supporting members to see how they could be working with HelpAge Moldova more directly. Very good news came from UNFPA which accepted to sign an IP agreement with HelpAge Moldova without a new diligence process. This means they considered HelpAge International's background was sufficient to parner with the new organisation HelpAge Moldova. This is big success that shows it is important to involve donors on our journey; this experience will also help us advocate with other UN agencies in Moldova and other countries.
Uganda: Progress on the remaining BMZ project continued with quarterly data analysis, a national level feedback meeting with Government, and a programme planning meeting. Moldova: BMZ proposal for HelpAge Moldova on age friendly cities approved and began on 1st Dec. WFP and DEC contracts prepared to begin 1st Jan. Moldova: BMZ proposal for HelpAge Moldova on age friendly cities approved and began on 1st Dec. WFP and DEC contracts prepared to begin 1st Jan. Working with IFH on settlement of HelpAge and IFH's financial claims related to GFFO project. Coordinating with HAD regarding the same. Finance managers contract is concluded and handed over completed. FBP is supporting with processing final payment of the finance manager. In the basence of a finance person in Jordan office, Lebanon CO team is supporting with completing some of the pending tasks related to Jordan. GFFO project final report is due in January. ECHO HiP for 2023 has been announced and CO is engaging with different INGOs for joining a consortium. Tax matters related to the CO are still being sorted out through a lawyer. Myanmar CO has submitted a costed extension for LIFT and UNFPA. Outcome is expectd to be known in January. CO together with AM have drafted a detailed budget for the transition period. AM is in the process of completing its registeration requirements. Vietnam: HAK has allocated an additional 40k as a contribution towards one of the activities under KOICA project. Security situation in Lebanon is tense espcially in the south bordering with Israel. This week Israel has attacked alleged Hizbollah area inside Beirut. CO is supporting IHAT with development of a multi-country CN for GFFO where IHAT will partner with IDRAAC in Lebanon. IHAT together with the partners aim at applying for a funding of 3mn Euro.
SAG: Country and partner reports were all submitted to Age International and one round of comments responded to. A summary is being prepared for the Age International 6 monthly report

- Support to the Global Impact department for the establishment of a Grant Management Team.
- Proposed plan for intergration of HelpAge Connect data to DMS has been mapped. Basic data will be picked from HelpAge Connect to DMS to avoid duplication
- The ICR policy was launched and introduced to all staff including details of its application. A Q&A document has been developed to address the common questions,and concerns.
- An action plan has been developed to address key issues that emerged from the partnership feedback survey. A brief on the partnership feedback survey was developed and will be shared externally.
- Reflections on PLP practice were complied basing on one of the humanitarian projects.

What is coming up!
Board will consider the country transition propositions of Myanmar and Bangladesh
Bangladesh: Following the recent violence, the team are all safe and are working normally. However, serios flooding in the south has affected programming in Cox's Bazar and partners have applied for GEF for an initial response. The Volante trust proposal is ready for submission by IHAT for continuation of Age Friendly spaces. Relevant documents have been signed by the board to prepare the de-registration process. A task group meeting was held to update the office closure plan and will meet regularly to the end of December. Once the office closes physically, staff will work from the office of the Secretariat for the network. Myanmar: All projects have closed and assets transfer to AMin progress. CO bank account closure in progress which should take place before the end of this month. Lebanon: GFFO end of project report submitted. New project to start with IHAT as the lead. IHAT has rehired two of CO staff for implementation of new GFFO project in Lebanon and Syria. small number of assets and inventory items with CO are donated to two partners (Amel and Idrac). Jordan: Waiting for final approval by MoSW for closure of office. this is last step in office closure Pakistan: CO submitted a new EOI as part of a WHH led consortium for new FCDO multi-year opportunity (BRAVE). DEC project ending this month. Working with OPs colleaues regarding transfer and disposal of assets and inventory items. Kenya: AFD research project launched. AFD FINSONG project final reporting in progress. Also, evaluation of the same project is progress. Vietnam: KOICA project submission this month.

Tanzania: Following the HAT launch IDOP country-wide activities took place. BPRM project contract with JRS and Save (lead) has been signed for 300k year 1. AARP funded project through SFAA will continue for another year. Volante proposal was unsuccessful. Several small proposals have been submitted to foundations to seek co-funding for BMZ health project. Regarding office closure the required audit from April to August 2024 has been undertaken and once the report is submitted to the registrar, HAI will be fully de-registered.
BMZ and AFFORD annual reports submitted. GOA proposal submitted to provide BMZ co-funding. Have made a connection with World Bank on social protection, in advance of potential funding opportunities. UNHCR proposals for cyclone preparation still in review, although cyclone season is almost due.

In Uganda, the new Network Organisation became officially registered as OLDER PERSONS ALLIANCE AND CARE NETWORK (OPACAN). Network Members are in the process of hiring a consultant to support them in developing their strategic plan.

Tanzania: working to complete the deregistration of Helpage international. A post closure audit was required and was submitted in October. Tax clearance forms will be submitted in December and then closure will be notified on-line when completed. HAT applied for charitable status (eligible after 2 years of operation). Since the launch and leadership of IDOP in October, the team have been developing their advocacy work on disability inclusion and opening an opportunity for research with the university. Programmes continue with several projects coming on stream and in the pipeline through HAI (AARP with SFAA, UNFPA and 2 CN's submitted to foundations through Age International). The HelpAge Tanzania board will make a field visit to the projects in Zanzibar and Tanga in January.

In Mozambique and Ethiopia, Board Members for the national organisations have been identified. Initial meetings to introduce HAI's transition to locally led development and the plans to set up HelpAge Mozambique and HelpAge Ethiopia took place during the last week of July. Further discussions will follow to develop the governance frameworks for the organisations. While the team in Mozambique expects to receive approval for the registration in the coming weeks, the Ethiopia team is closely coordinating with the Registrar office before submission of the documents.
Lebanon: Meeting with AMEL on 20/12 to discuss potential launch of the new Ageing Unit in 2025.
Tanzania: BPRM proposal was successful. The project continues HAT work in Kigoma and is to be implemented in consortium with SCF and JRS. Save is the consortium lead. BMZ Health project has been approved. Co-funding of approx 270k was planned to be covered by WHO, but a change in leadership of WHO locally has shifted their focus and the HAT team is working to find other funding sources. The launch of HAT will be held on 12th and 13th September as part of a symposium on older peoples rights which HAT is organisation. The 2 day event is intended to be the first of an annual event which will begin the run-up to IDOP.
Lebanon: Submitted a proposal for UNOCHA-LHF funding. Also supported Amel, a local partner and IDRAC with preparation of porposals and EOI for BMZ opportunities. Outcome of GFFO proposal led by porfolio is awaited. CO closure plan finalized and shared with operations teams.
Tanzania: Signing contract with SFAA for an AARP funded project. Amendments to both current BMZ projects have been agreed. Funding secured from Volante trust and channeled through IHAT. Welcoming Ms Yovitha Mrina as the Emergency and Recovery Programme Manager and the Head of Kibondo Field Office.

The Myanmar, Ethiopia, Lebanon and Bangladesh recommendations are currently under review by ESG and the Board.
Bangladesh: NHPB presented themselved and their plans to Global Portfolio and several supporting members. Office closure moves ahead, although submission of a final audit and tax clearance will not be possible until February. We will look to the network to support us in maintaining presence until submissoin of these documents and the request for deregistration from the board.
Kenya: AFD social protection programme in final months and accelerated programme being implemented. A no cost extension has been granted for the research conducted with AMREF focused on urban refugees. Now discussing a new AFD project proposal through the CSO initiative. Legacy work to resolve dispute with KRA advancing. Uganda: HelpAge Uganda office closed on 31st March. The remaining project responsibilties, and HAI staff have now transitioned to the project partner based in Kampala, Grandmothers Consortium. Financial matters remain to be closed after which the liquidators will begin the deregistration process. Moldova: New WVI programme begins in April, with a new back donor, concept focusing on income security with WVI providing TA. Long term partnership with EEF supporting policy work on ageing extended for a further year. Much support from IHAT to access CDP funding for localisation - CN submission due in early April. ECHO HIP proposal submitted by Intersos. Pakistan: DEC phase 2 mid term report will be submitted in April. An additional allocation of 160k as the 4th and final allocation is budgeted for with an aim to conclude DEC phase 2 by June 24, as planned before. CO transition plan is updated and a CO closure plan, as part of the transition plan is developed. Myanmar: Govt's policy of conscription is being implemented in country making a forced recruitment in military for staff in the age group of 30 - 45 a high risk. Other security incidents involving staff are reported. CO closure plan was shared with Ops teams. Vietnam: UNFPA spot check and HelpAge internal audit of the CO is in progress. Bangladesh: CO finalized office closure plan and also shared with relevant ops teams. Lebanon: CO closure plan reviewed bi-weekly. GFFO project activities and spending plan are on track. Staff contracts will end in May. Only two to three staff contracts will be renewed for additional months to support with closure of GFFO project and CO. Outcome of GFFO CN is not yet known.
Mozambique: Registration papers were submitted for the new organisation and work has continued to complete the transition plan for internal review. The CEO job description has been prepared and will be advertised in the first week of November. BMZ due to close in December, but we are applying for a 2 month no-cost extension to enable completion of one activity requiring an external consultant. Presidential and parliamentary elections were held in mid October and the results contested, leading to rioting and violence. The team is working from home and suffering internet shut-downs.

In Uganda, the 8 Network Members have finalised the strategy of HANU - HelpAge Advocacy Network Uganda - with support from a consultant. A launch event is planned on 27 June to introduce HANU and its strategy; key Ugandan stakeholders will be invited to attend. HANU is also developing communication material. As they will use HelpAge's brand and its logo, a Trademark licence agreement will be signed with HAI.

In Kenya, the Country Transition workshop took place on the 10th of November in presence of members from the Transformation team. There was a high level of engagement from the team and the discussions smoothly led to an agreement on the best way forward for the transition of the Kenya programme. The recommendation paper will be developed in the coming months.
A series of interviews and group discussions have already been conducted with various stakeholders, including with HelpAge staff across different functions and teams, current and former HelpAge’s Country Directors, Network Members, Supporting Members and Board Members. Two dedicated discussions with Board members are to happen end of January.

The Vietnam team is working along with a consultant to do a market assessment of products and services that the new social entreprise could propose. The findings will feed into the recommendation paper that will be submitted to the Board during the first quarter of 2024.
Ethiopia: Two EHF proposals submitted to IRC and the team is working on UNHCR proposal for 10th October. Gambella office closed this month. A close out meeting was well attended by the humanitarian sector. Assets have been handed over to the regional response as required by law. Humanity and Inclusion will continue the rehabilitation work. IDOP commemorations were held in Gambella this year. Security concerns continue in Amhara and Oromia.
Moldova: Successful negotiation with UNFPA to set up an IP agreement with HelpAge Moldova (new entity). WFP has announced plans to extend contract with Moldova as the only agency now providing food to refugees to 45 centres across the country. Bangladesh: WFP project activities are in progress and will end in December 23. however, reporting will take place in Jan/Feb 2024. Volunt Trust/AI funded project activities are in progress. The project will end in September 2024. CO will be hosting Craig from AI in the first week of December and AI CEO and AgeUK trustees later in January. Currently political and security environment in country is very charged due to upcoming general elections in Jan 2023. Jordan: SFAA is coordinating with HAS for start of the project. Due to security situaion in the middle East their inception meeting may take place in remotely in December. UNHCR has concluded their special audit of IFH and meeting with the organizations including HelpAge is scheduled for this week agreeing on a way forward. Part time programme manager is supporting HAD with finalization of the report for submission to GFFO this month. Pakistan: Received an NCE for BMZ FATA project which was ending in December. Now the project will end in Feb-March in the next year. HAD has decided not to proceed with EOI for new GFFO for Pakistan due to GFFO's shift in focus from Pakistan to Afghanistan. Exploring opportunities to join a consortium for upcomming ECHO HIP. CO is responding to a tax matter with the government. Myanmar: Security and political situation in Myanmar is fluid. CO is closely monitoring the situation and organizing field based activities accordingly. Age Myanmar has received approval from the ministry to proceed with the registeration. AM has already submitted proposals to WFP and LIFT. "Vietnam: KOICA project spent reached 40% as per the donor rule. In June 2023 it was not at 40% because of delays in approval. With discussion with HAK sent an updated report in September. Some activities will be moved to 2024. Budget will be revised accordingly and sent to KOICA. World bank: project is working well and all activities planned are on track. Amcross: it will end in November. It was given an NCE. Report is due on the 30th of November and financial report few days later by the 5th December. Last activity of the project is in progress. ADB: is on track. First claim of funds will go this month. UNFPA: will end in December in the next month. They have available funding and discussing with Thuy and the team here to organize more activities. MOU with the government was approved couple of months back. Submitted report to one province and in the next month more reports to other provinces. " Lebanon: GFFO project activities are in progress. For new funding opportunities including with BMZ portfolios are engaged with Amel. Due to escalation on the border with Israel staff are working from homes.
Moldova: Programme workload continues to be heavy with some vacant staff posts. Ongoing projects include WFP, DEC, Age International Appeals and HIP funded humanitarian programmes, alongside development programmes funded by BMZ, UNTF, UNFPA and WHO. HelpAge Moldova has been invited by the Gerontology society to attend a round table in Germany in September.

In Bangladesh, Network Members had a steering committee meeting on 24 March to agree on their work plan and the priorities they want to take forward. They are currently discussing how to progress on the Old Age Allowance advocacy and the website development. The leadership / coordination of the platform is still with RIC (extended until December 2024). Members are currently updating their work plan and budget for the next two years. They are asking HelpAge to support the coordination / facilitation of the platform after the HelpAge office closure, planned in December 2024. In Jordan, HelpAge will finally not organise a Human-Rights based approach training. UN-ESCWA and the National Council for Family Affairs have asked HelpAge to review the draft strategy for older people. The SFAA team and Regional Representative will engage when relevant. Considering the low level of interest and engagement of partners with regards to the transition of HelpAge, the Transformation team will stop direct engagement with partners in country, while Portfolio teams will continue seeking collaboration opportunities.
Ethiopia: Registration papers for HelpAge Ethiopia were not able to be submitted, as the registration office has been closed initially for the month, but likely longer. AECID proposal and UNHCR CN's were not succesful. The team accelerated programme implementation this month coming to the end of the year including recruiting additional temporary staff. An NCE was approved for UNOCHA project which will enable us to complete the distribution of shelter kits. The team is back at work in areas affected by conflict but monitoring security. The team is dealing with several legal issues currently which occupies considerable SMT time.
Ethiopia: Focused on risk mitigation and management following a series of incidents related to security and attempted fraud incidents. UNOCHA spot check held and we await the results. Draft research report shared for review focused on Older People's contribution to reducing the impact of drought and bringing sustainable solution in Borena. Continuing to work on transition plan and budgeting, including HR transition plans.

Ethiopia: The team have begun setting up the UNHCR project in Gambella and Assosa, with handover of facilites from the previous managing agent. ECHO HIP proposal also pre-authorised for Tigray. HAD and German Embassy visit went well and while GFFO and BMZ confirmed they will not allocate in 2025, the visit helped to develop the relationship locally.

Uganda - We continue to work through the same ongoing issues for office closure. Unfortunately the finance officer has now left. We are therefore managing the office closure with the support of the FBP, Global staff in-country and GMC. The BMZ programme audit TOR is prepared. The programme officer contract has been extended to enable project closure.
Uganda: The team continues to work on the final office closure tasks as previously reported. Aiming to complete BMZ project activities in December and to prepare for final reporting in January 2025.
A new working group has started aimed at refining our project quality standards and ensuring consistant application across all projects going forward. The group will also look at how to imbed the new KPIs.
Bangladesh: Office is closed. The accounts have been audited, signed and sent to the tax adviser to submit returns. To close bank accounts we need to return unused cheque books, with a letter and meeting minutes showing the decision to close the office. Archiving the final documents has begun.

Asset disposal and transfer to AM in progress. Goddy continues to follow up with ONGA regarding funds they owe to HelpAge. Lebanon: Security situation along the border with Israel in the south is tense with cross border attacks resulting in displacements from the South of Lebanon to Beirut, Mount Lebanon and Saida. In June Israili strikes damaged health facilities managed by Amel in the South. Jordan has suspended its flights to Lebanon due to security situation in the region. A GFFO CN is approved in July and a proposal is submitted with Humanitarian portfolio as the lead. CO closure tasks in progress. Jordan: Matters related to HR and partners closed. CO deregisteration in progress. Pakistan: ADH-HAD funded floods recovery project completed in June. HelpAge annual report to government submitted. BMZ project audit in progress. CO external audit will be started soon. FAID MOU in progress. Kenya: Political situation remains volatile with the president firing his cabinet members. Protests have been taking place in different parts of Nairobi against the finance bill. AFD research project ethical approval received. AFD inua jammi project activites completed. reporting, audit and evaluation initiated in August. GEF funded project concluded and report submitted. SAG, ADH and AARP projects on track. Vietnam: KOICA project development in coordination with SFAA is in progress. WB-JSDF audit took place without any major issues identified.

Global and country teams completed the mid-year data inputs in Digital MEAL System with 97% completion rate. The analysis will be released on 5th Dec to show progress against targets per global, country and project level.

Mozambique: Volante health project providing co-funding for current BMZ project is now active. Programme team is participating in closure of AFFORD programme. Sadly the GOAC and AECID proposals were rejected. Localisation progressing, with board members identified and meeting held with HAI for introduction to the localisation agenda. The UN UN has added Mozambique to the list of 20 Global hunger hotspots where food security is likely to deteriorate significantly in the coming months.

Jordan: Concluded discussions with IFH and HAD on payables related to GFFO project. CO assets and inventory items handedover to partner except for one item. Meetings with the government ministry took place related to CO closure.
Bangladesh: Unfortunately the HelpAge Korea proposal was not approved. The Age Friendly centres will now be handed over to the authorities. HelpAge team is preparing for final office closure at the end of December. NHPB members have drafted a training plan their staff and a brochure to introduce the network to the sector. Planned advocacy work by the network has been put on hold as the interim government has no mandate to make policy changes.

In Lebanon, AMEL has had consultation meetings with the Ministry of Social Affairs, the Centre of Studies on Ageing, IDRAAC and community groups to discuss the Ageing Unit's plan. The first activities include the development of national PSS guidelines, and a gap assessment of public health centres that will inform the development of guidelines for older people inclusion. An officer is currently under recruitment to support and coordinate tasks related to the Ageing Unit. The official launch of the Ageing Unit is planned at the end of July; it will include an in-person event as well as an online campaign. AMEL is working with HAI country and portfolio teams as well as supporting members to include the Ageing Unit activities in new project proposals, which will allow to cover the plan.
The Mid-term Strategic Review process started. Selection of independent facilitator-consultant by mid-October. Steering Group to guide the process will be established.

The team successfully hosted a visit from HAI CEO and AARP, raising visibility and opportunity. An MoU to be signed with the Ministry of Labour and Social Protection. External review of systems ongoing. Office closure moving forward, with the liquidator now contracted, archiving completed, some major assets now disposed of and communications to stakeholders on office closure in progress. WVI extension after March approved with HAMD as implementing partner. UNFPA approved a further 285k USD for the last quarter of the year. Age International Ukraine Appeal funds 90k provided to work jointly with SFAA on ageing scale and other activities. CO closure tasks and settlement of financial matters with IFH is in progress. The government has approved closure of CO. Will initiate their verification process soon. Government has issued license to FAID for incorporating it as a non-for profit. Revision to their transition plan as well as CO closure plan is in progress. DEC has approved its fourth and final allocation of 139K GBP for 2022 flood response and recovery project. CO closure plan drafted. AM and CO budgets are being revised based on the new allocation for the next year. Submitted KOICA project idea in coordination with SFAA. Submitting workplan to UNFPA for the current year. Also, in coordination with Climate Change advisor, developing a small climate change adaptation project. Volunt trust project activities are in progress. CO closure plan drafted and reviewed. AI and Age UK visitor's concluded a successful visit to Bangladesh programme. No update on the pipeline projects. CO closure plan developed. Security and economic and political situation remains precarious in country.
Age Myanmar organised a launch event on the 20th of June to introduce the new organisation to national stakeholders. A social protection proposal was submitted to LIFT at the end of June and the team was approached by UNFPA for two collaboration opportunities. Most organisational policies have been developed and signed off by the Board. LIFT has asked Age Myanmar to share their policies with other local organisations to encourage good practice among the Myanmar civil society. The team has established good connections with Portfolio teams and Supporting Members. A meeting to present their plan and seek further collaboration opportunities will be organised early July.
Tanzania - The office has now closed. The registrar has approved de-registration of HAI but a post closure audit was required and tax clearance submitted in December. Final de-registration will be confirmed on-line. The audit continues as it covers the previous 5 years of HAI operations.

- Following a discussion with DevResults, we completed a gap analysis for DMS to inform a new proposal on its use. Teams are entering RF targets in DMS and have been trained on how to enter and track targets against results.

Discussions on the name are ongoing (name proposition was not approved by the authorities). Priority for members will be to identify consultants to support with the strategy development and capacity strengthening activities.
Moldova: A proposal submitted to CDP, through IHAT was successful. The project will fund SHAPE for HAMD, focused on institutional and humanitarian capacity strengthening. IDOP continued for a whole month of events including ADA actions from projects (BMZ and other projects). HelpAge Germany visited in early October. BMZ is funding the ongoing Age Friendly Cities programme. DEC and WFP coming to an end this year. UNTF project has incorporated HAMD as an implementing partner after lengthy negotiation.
Impact Review of Afford Programme shared with organisation. Discussions will continue about how to imbed the learning more broadly to organisational practice.

A holding operation is underway with support of YPSA until we get the results of a proposal to HelpAge Korea for the same work of Age Friendly centres in Cox Bazaar. The team is now working from the office of the secretariat for the network (BWHC). Partners are continuing with the flood response, with funds from GEF and ADH. Partner funding contract for scheme of support has been signed and funds transferred to BWHC. Myanmar: Co-closure tasks completed. AM had requested for a letter confirming HelpAge's support for receiving funds from LIFT which has been provided. 3rd SAG fund transfer request has been processed. Lebanon: Closure-related tasks are on hold. Pakistan: DEC report submitted to AI. Most of the focus remained on planning for transitioning staff, assets and programme to FAID on November 1st. Grant handing over to SFAA is in progress. Kenya: AFD FISONG evluation concluded. Also audit report completed and shared with AI for review. Ongoing AFD rural study analysis and report writing in progress. SAG mid year report prepared. Vietnam: HAK has confirmed initial rounds of review of the proposal by KOICA were successful. Another round of review is to take place soon. SAG: We have been focused on completing the 6 monthly report to Age International, due 31st October. This will be the last time we report in this format as Age International is designing new guidance to be launched ready for the annual reporting process in April 25. All reports now submitted with exception of Sri Lanka which has experienced delays throughout the year.

Mozambique: Municipal elections held in October, with results contested and demonstrations in several cities. Proposal to UNHCR on Protection for IDPs and refugees submitted. Proposals for UNICEF disaster preparedness and for USAID DIV in progress.
Moldova: The team has been invited to attend two conferences this year as UNTF partners: the Sexual Violence Research Initiative Forum in South Africa and the Association of Women in Development Forum in Bangkok.
Tanzania: BMZ health proposal submitted. 2 consortia proposals in the pipeline with Save the Children (BPRM and UN assistive technology grant via Government). Team is planning launch of HAT on Sept 12th to open one month of IDOP events nationwide. Working with University of Dar Es Salaam to identify research opportunities on ageing. Handover meeting to portfolios held.

Myanmar: The country office will arrange an exposure visit to Inter-Generational Self-Help Groups Vietnam for LIFT project partners.

Ethiopia: Devaluation of the Birr by 30% has had significant impact on programme budgets. Security continues to challenge the programme operations particularly in Amhara region where road closures are delaying transport of materials to project sites. The team is also working with Operations support to develop SOP's for kidnapping and strengthening partner security procedures in high risk situations.

In Bangladesh, Network Members organised a two-day workshop on 19 and 20 January to discuss the strategy and action plan of their network platform. Collaboration with HelpAge and support to their plan will be discussed in the coming months.

We will be conducting an Impact Review on the Afford Programme in September with the Income Security team. The review will helps us understand our approach's impact and identify lasting and significant changes in the lives of older people, relating to their well-being, dignity and voice. The review covers the 7 years of Afford programming across 4 countries.

Constituent Assembly meeting held for the new entity, electing board members and establishing the organisation so that registration papers can be submitted.

The Uganda recommendation to set up a Network Organisation was approved by the Board of Trustees. A kick-off meeting with Network Members will take place in the coming weeks.
Bangladesh: The Volante project closed at the end of September. The Age-friendly centres will be kept open for one week by YPSA, as we await the Volante trust proposal result. GEF funds were granted to YPSA and RIC (lead). Bank accounts closed in Cox Bazaar and the office discontinued with exit documents completed. 3-year MoU signed between HAI and the network partners. HAI archives are now held by BWHC and a data processing agreement is prepared for signature. BWHC has taken on the revolving leadership of the network members. Myanmar: CO asset disposal completed. List of all data/documents to be stored with AM completed. Will be annexed to the data processing agreement being signed with AM. CD's contract will conclude end of September. A meeting with a lawyer happened for ONGO matter. After CD's departure Director Finance and Ops will continue to pursue this matter with ONGO. Held two CO closure review meetings with all relevant stakeholders including audit, finance, and Ops. Lebanon: Two of the existing CO staff (CD and FM) are hired by IHAT to manage the new GFFO project in the region. However, they will continue to support the CO closure tasks. In addition, an ex-CO staff is also hired part-time to support with the closure activities. However, the security situation in Lebanon especially in the South has deteriorated due to the escalation of attacks by Israel in recent weeks. Pakistan: The DEC project has concluded. Team is working on the reporting. HR office and Finance Manager left. Existing staff in finance and ops are given additional responsibilities in their respective teams. All data to be stored by FAID is sorted, filed and boxed. Also, all assets and inventory items are listed and shared with the relevant donors for approval for disposal and donation. Kenya: AFD research data collection is in progress. Also, AFD FINSONG project report is in progress and will be ready for submission at the end this month. Audit and evaluation of the same project are also in progress. CO team have sorted out all data including old regional office data and separated the documents that need to be discarded. CO is coordinating with David regarding the same. Vietnam: KOICA project was submitted and HAK to hold a meeting with KOICA. SAG: Confirmed country and partner budgets and expenditure figures in 23-24 and 24-25. Working with HelpAge India to prepare an evaluation and planning process for the next phase.

NHPB - the Network of HelpAge Partners in Bangladesh - had a steering committee meeting mid-May to sign off the TOR for the Network and the annual action plan. RIC is currently the chair of the Network until September 2024, when it will rotate to a new member. NHPB will organise an event for world elder abuse awareness day on 7 July (instead of 15 June which falls during Eid). Members are also working on the development of their website and on the capacity development plan for members.

Ethiopia: Tigray proposal approved by Bandaid in principle for cash transfers via partner REST. ECHO HIP in consortium with Humanity and Inclusion submitted. If approved this will further establish our presence in Tigray. Situation in Tigray is deteriorating. Amhara is volatile and Gambella is experiencing sporadic incidents. Gambella has highest no of refugees in the country and still a focus for our programme. Current project ends in August.

In Uganda, OPICAN members are developing the strategy of the organisation with support from a consultant. The consultant is helping them explore the positioning and value proposition of the organisation in relation to its members, its programming strategy and funding streams. A workshop on financial sustainability will take place for OPICAN members during the first week of March.

In Ethiopia, the all-staff annual meeting taking place in March will look at the draft transition plan. It will be an opportunity to engage the team in discussions on the transition process and agree on the next steps.
Moldova: WFP have selected HelpAge Moldova as a partner for 2025. The team successfully negotiated to reduce the usual pre-financing requirement to a manageable % of the project implementation costs. Team considering submission to UNICEF for a wash project. HAMD are adapting the HAI partner assessment and partnership manual for their use and have conducted their first organisational audit by an external company.
Ethiopia: The transition plan was submitted for comment and revised for re-submission. HelpAge Ethiopia is preparing for registration with the Govt. Programme implementation continues but has been affected by the ongoing insecurity. A one month NCE for UNOCHA project is sought. The SMT is currently carrying out a monitoring visit to the GFFO programme and is hosting ECHO in a visit to the programme in Tigray. With ECHO HIP opportunity expected in Novermber this can be an important opportunity. BandAid cash transfer project is complete and the PDM will take place in November. UNHCR Concept note submitted in early October and awaiting results.

A series of interviews and group discussions have already been conducted with various stakeholders, including with HelpAge staff across different functions and teams, current and former HelpAge’s Country Directors, Network Members, Supporting Members and Board Members. Two dedicated discussions with Board members are to happen end of January.
Ethiopia: Recent UNHCR proposal was successful and HAI is discussing content and budget for re-starting work in Gambella. HIP is ready for submission 24th Jan. Preparing for another Bandaid submission and developed a proposal with support of HAUSA for BPRM submission. Successfully completed ETH340, the large GFFO programme in Assosa and Borena, Bandaid project in Tigray and OCHA project in Kamashi. HAD and the German embassy will visit in February with a view to plan for next GFFO round. The exchange rate policy introduced by the Government last year has challenged budget management systems and donor regulations for managing gains and losses.
Uganda - We continue to work through the same ongoing issues for office closure. Unfortunately the finance officer has now left. We are therefore managing the office closure with the support of the FBP, Global staff in-country and GMC. The BMZ programme audit TOR is prepared. The programme officer contract has been extended to enable project closure.
Bangladesh: The office has now closed. The NHPB is supporting us to finalise closure over the next two months. We are preparing a partner funding contract through which the NHPB will make necessary payments for office closure expenditure, including contracting the two ex-HAI staff temporarily. The final audit has begun and the tax agent is contracted. Final accounts to the end of December have been sent to the auditor.
Tanzania - The office has now closed. The registrar has approved de-registration of HAI but a post closure audit was required and tax clearance submitted in December. Final de-registration will be confirmed on-line. The audit continues as it covers the previous 5 years of HAI operations.
Moldova - Office has closed but not yet begun the de-registration process.
- Project Quality Standards Revision work continuing and will be shared shortly, with a programme of communication and follow up work to imbed consistent practice.
- Preparations for the Training in partnership and collaboration are complete including selection of participants, training schedule, training programme etc. First session takes place 5th Feb.
- The budgeting guidance and ICR policy have been further socialised and feedback discussed with portfolio teams.
Impact Review of Afford Programme shared with organisation. Discussions will continue about how to imbed the learning more broadly to organisational practice.
Mozambique - The team continued intermittently to work from home. Internet is still fluctuating. The demonstrations and political violence has subsided this month but caution was maintained on key dates such as the inauguration of the new president. Volante project was completed and the final report submitted. Final evaluation of the BMZ funded NCD project is being prepared with support of HAD.
