Ser bilingüe es esencial en el mundo globalizado. Por ello, el Ministerio de Educación Nacional, a través del Programa Nacional de Bilingüismo, impulsa políticas educativas para favorecer, no sólo el desarrollo de la lengua materna y el de las diversas lenguas indígenas y criollas, sino también para fomentar el aprendizaje de lenguas extranjeras, como es el caso del idioma. (MEN, 2015).
In the Colombian context and for the scope of this proposal, English has the character of a foreign language. Given its importance as a universal language, the Ministry of Education has established within its policy to improve the quality of English teaching, allowing better levels of performance in this language. Thus, it is intended that students, upon graduating from the school system, achieve a level of proficiency in English B1 (Pre-intermediate).
IMPORTANCE
Its purpose is to provide a broad context in the reading of the standards, it is convenient to make some precisions about what the MEN understands by bilingualism, foreign language and second language.

The Foreign Language Proficiency Standards: English, make it possible to establish the basic levels of quality to which boys and girls from all regions of Colombia are entitled”. Likewise, the English standards constitute a fundamental orientation so that English teachers, administrators and parents are clear about the communicative competences that children of the Basic and Intermediate levels are expected to develop, to help them to achieve the stated goal.
Having a good level of English facilitates access to job and educational opportunities that help improve the quality of life. Being competent in another language is essential in the globalized world, which requires being able to communicate better, open borders, understand other contexts, appropriate knowledge and circulate it, understand and be understood, enrich oneself, and play a decisive role in the country's development.
