TELPAs / Test security Information

TELPAS Components

There will be no changes to K-1 in 2022-2023. Students will continue to be holistically rated in all four language domains.

Occurs before, during, & after testing

May not discuss or reveal contents of a state test.

May not recieve or provide answers during TELPAS calibration.

No one may use answer sheets or notes during TELPAS calibration.

Maintain & Preserve Confidentiality

of all secure test content including:

Online assessments

Test Session ID's

Students testing tickets must be kept confidential as the information on each ticket is uesed to sign-in to the test.

Digital test material is not to be copied down, graded during testing, or captured in any way.

TELPAS holistically rated components

All Calibration activities

Hilistically rated components must be kept confidential to ensure test security.

Paper test material is not to be copied down, graded during testing, or captured in any way.

Calibration must be kept secure and confidential to ensure validity of the TELPAS testing process.

Testing Irregularities

Two types:

Serious

Procedural

  • Reflect minor errors or deviations in testing procedures.
  • Do not represent severe breaches in security or confidentiality.
  • Does not require a call to TEA unless guidance is needed by the district.
  • Must be reported to TEA within 10 days.
  • Fall into the following categories:
    • Monitoring Errors
    • Eligibility Errors
    • Accommodation Errors
    • Improper accounting of secure materials
  • Constitutes severe violations of test security or confidentiality.
  • Must be immediately reported to and investigated by the CTC.
  • Must be reported to TEA as soon as the CTC is made aware of a possible or confirmed violation.
  • Can result in the individual(s) responsible being referred to the TEA Educator Certification and Standards Division for consideration of disciplinary action.

Serious Irregularities

  • Directly or indirectly assisting students with responses to test questions
  • Tampering with student responses
  • Falsifying holistic ratings or student responses
  • Viewing secure content before, during or after an administration unless specifically authorized by TEA or by the procedures outlined in the test administrator manuals
  • Discussing or disclosing secure test content or student responses
  • Scoring student tests, either formally or informally
  • Duplicating, recording or electronically capturing confidential test content unless specifically authorized by TEA or by the procedures outlined in the test administration manuals
  • Responding to secure test questions
  • Receiving or providing unallowable assistance during calibration activities (e.g., taking notes, providing answer sheets, or sharing answers)
  • Encouraging or assisting an individual to engage in the conduct described in the items listed above or in any other serious violation of security and confidentiality
  • Failing to report to an appropriate authority that an individual has engaged or is suspected of engaging in conduct described in the items listed above or in any other serious violation of security and confidentiality

Procedural Irregularities

  • A designated support is not provided
  • Improper active monitoring
  • Test administrator failed to read the script verbatim from the manual
  • Students were improperly monitored during a break
  • A student was permitted to test beyond the allowed time limit or was not provided the full allotment of time to complete an assessment
  • A student was issued test materials or a test ticket belonging to another student

Kinder-1st Information

TELPAS Raters

Must:

Hold a valid teachers certificate

Rate the student in all eligible domains

Be knowledgeable about students ability

Have the student in class

TELPAS Assembling & Verifying

These modules provide information and practice over assembling & verifying.

TELPAS Calibration

Calibration will be held after school on March 1st.

ALL K-1 teachers must complete and pass calibration activities. You can use the materials below to help you prepare for calibration. All PLD's can be found here for you to print.

2nd - 6th Information

New Information

Students will have as long as they need to complete each test.

Tests are not timed

Students will have until the end of the school day to complete each test.

Tests will be completed in one day

What will TELPAS look like now?

TELLPAS for K-1 has not changed this year, but for grades 2nd-6th all portions of the TELPAS test will now be online. The writing portion of TELPAS will be distibuted throughout the reading test online (the same as the STAAR). This means unless there is a special circumstance you will no longer need to rate any students writing samples. More info can be found below.

Only one test will be given per day to ensure students are prepared.

Rating / verifying will only be needed in the case of special administrations.

Observable Behaviors

The PLd's (Proficiency Level Descriptos) are used to help rate each student.

This manual is used to answer most questions surrounding TELPAS Alt.

TELPAS Testing Schedule

2-4 teachers from each grade level will test their own EB students in the classroom. The other teachers will provide instruction to those students not completing TELPAS.
  • TELPAS will be completed on:
    • Monday, Feb. 27th- Reading/Writing
    • Tuesday, Feb. 28th- Listening/Speaking
Testing will run the same way as STAAR, you will check out materials and students will test online. Roles & Procedures are linked below:
