A civilization must go through a series of things in order to advance and become a technologically advanced civilization that can communicate with other civilizations. It may help to understand why we haven't heard from any other civilizations if these events are challenging to pass.
According to the scientific theory known as the "Rare Earth Hypothesis," the conditions that make Earth habitable for life are extremely uncommon and difficult to find throughout the universe. According to the theory, intelligent life may not exist in many places in the universe and may have only recently arisen on Earth. The theory takes into account a number of elements, including the ideal distance from a star, a steady orbit, a shielding magnetic field, and ideal water conditions, all of which are required for the evolution of life as we know it.
