Low-emitting vehicles are those that the California Air Resources Board has designated as Zero Emission Vehicles (ZEV). A minimum green score of 40 on the American Council for an Energy Efficient Economy's (ACEEE) annual vehicle rating guide is required for a vehicle to be considered fuel-efficient.

The measurement and discussion of a vehicle's fuel consumption can be done in a variety of ways. The performance of the vehicle's fuel consumption is described by its fuel efficiency. On the other hand, fuel economy is a quantifiable figure. Fuel economy is measured in miles per gallon in the United States. Other nations define fuel economy using various units, like kilometers per liter. Although the imperial gallon is bigger than the American one, the United Kingdom uses miles per gallon.
