UNIT 4- LECTURE
Local Business & Land Use

What do we mean when we talk about the split, or dichotomy, existing between the nations of the public sector and the private sector. What is the “private sector?” What is the “public sector?” What are the differences existing between the public and private sectors? What are public private partnerships? Consider these notions as you undertake your readings and research this week.
NEXT
Historically, in America political scientists and other social scientists have differentiated between what is seen as governmental and on the other hand non-governmental.
Things governmental, be them federal, state, and / or local, are referred to as the public sector. Things non-governmental, such as corporations and companies, are referred to as the private sector. Yet, this dualistic dichotomous explanation seems to be losing a bit of its explanatory power contemporaneously.
NEXT
Today, we see the margins of both of these sectors giving way resulting in a blending of the two into a coalesced amalgamation bereft of clear lines of distinction. Consider the numerous public sector / private sector partnerships which are nearly omnipresent at all levels of government today.

Think about technology and the manner in which the sheer rapidity of technological change has re-shaped local businesses as well as community land use in the past three decades alone.
Remember too this week that local governmental land use zoning boards are appointed by local governmental elected officials such as the county commission, city council, or town council. Never underestimate the power of politics to grease the land use skids for zoning approval so to speak or conversely to erect barriers to preclude other land use activities as well.
